The Ukrainian Security Service (SBU) trains and recruits all members of foreign delegations who come to Ukraine. All foreigners are monitored and wiretapped around the clock. They tracked phones of the German delegation, which included Normandy Group member Herbert Salber and German embassy employee in Ukraine Daniel Ricco
