YEAR ONE IN THE FIGHT AGAINST COVID-19: A CONVERSATION WITH ELISABETH DAZA AND JOSE MIRELES (PART 1)
Elisabeth Daza and José Mireles are frontline medical workers in Caracas. Daza is doing her residency at the Angel Vicente Ochoa Ambulatory in the working class “Cementerio” barrio in Caracas. Mireles, a third-year medical student at the Hugo Chávez University of Health Sciences, is regional secretary of the Venezuelan University Student Federation and president of his university’s student center.
Last year we interviewed both Daza and Mireles about Venezuela’s then successful strategy against Covid-19. One year later, the healthcare system – which was deficient before the pandemic but now further weakened by sanctions – is displaying its limitations.

VENEZUELA BLASTS VACCINE INEQUALITY, IMF FOR DENYING COVID-19 FUNDS
The Venezuelan vice president went on to praise the 22 country representatives’ shared concern about equitable access to Covid-19 vaccines and flexible funding for economic recovery. In this regard, she highlighted that two countries in the Ibero-American community are victims of blockades and unilateral coercive measures, referring to Venezuela and Cuba.
Rodríguez complained that “there are resources seized from the Venezuelan people” inside the Ibero-American community. She asked the Portuguese President Marcelo Rebelo de Sousa and Prime Minister António Costa, who was present in the virtual meeting, “to cooperate so that Venezuela can attend to this pandemic,” without political conditions or double standards.

Through agreements with Iran, China, and Russia, we have been able to import medicines. However, syringes, PPE, and beds are in short supply. Beyond the lack of supplies, however, perhaps the main problem at the Poliedro is the lack of personnel: it isn’t enough to cover the number of patients that arrive there every day!

THERE'S NO BONUS IN VENEZUELA'S NEW SALARY SCHEMES
Improving the quality of life of Venezuela’s urban and rural workers has rightfully been a central element of the Bolivarian Process since its inception. Many studies have documented the undeniably progressive reforms achieved by the working class in wages, workplace conditions, grassroots organization, and social security during Hugo Chávez’s governments (1999-2013), while social indicators reflected their positive impact on the country and region.
Recently, however, workers have increasingly protested a number of systematic labor rollbacks and low salaries, with some bringing into question the class orientation of Chávez’s successor.
One of the lesser-documented rollbacks has been recent wage restructuring: a process known as bonificación.
