US, EU, CANADA IMPOSE CONDITIONS FOR POSSIBLE SANCTIONS 'REVIEW'

In a declaration signed on Friday, US Secretary of State Antony Blinken, EU High Representative for Foreign Affairs Josep Borrell and Canada’s Minister of Foreign Affairs Marc Garneau committed to “review” unilateral coercive measures should the Nicolás Maduro government demonstrate “meaningful progress” in a “comprehensive negotiation” with the opposition.

In the statement, the global powers also demanded that “international standards for democracy” be implemented in both the upcoming November 21 local and regional elections as well as new parliamentary and presidential elections. The foreign policy representatives went on to call for the “unconditional release” of detained opposition activists, the “independence” of political
parties, freedom for the press and an end to “human rights abuses.”

VENEZUELA'S SOCIALISTS GEAR UP FOR PRIMARY ELECTIONS AHEAD OF REGIONAL VOTE

The ruling United Socialist Party of Venezuela (PSUV) held the first step of its primary election Sunday by selecting candidates for the November 21 regional and local elections.

Members of the country's largest party took part in local assemblies known as Bolívar Chávez Battle Units (UBCh) to discuss and select their candidates for various positions up for grabs, including 23 governorships and 335 municipalities, as well as representatives for regional and local legislative chambers. More than 60,000 people were chosen as primary pre-candidates according to party officials.

TALES OF RESISTANCE: VENEZUELA AND THE HANDKERCHIEF TRADESMAN

Last weekend I read a study that said that private sector wages start at $70 and in most cases surpass $100 a month. Maybe this explains why when I go shopping the queues are mostly in the dollar check-out, whereas the bolívar ones are empty, and it also explains why it’s so hard to keep people in the public sector.

But the deep inequality that has taken hold of the country goes beyond this disparity. For example, I often do little jobs for clients abroad and get paid via PayPal or with cryptocurrencies, some of the few channels that are safe from the US blockade. As a result, I’ve had to become an expert in finding stores that accept these payment methods, as they are not so widespread in Caracas.

VENEZUELA'S CNE ENABLES OPPOSITION MUD TICKET, GUAIDÓ CALLS ELECTION 'FALSE DILEMMA'

Venezuela’s National Electoral Council (CNE) has allowed the right-wing Democratic Unity Roundtable (MUD) coalition to field candidates for the November 21 regional vote.

On Tuesday, CNE President Pedro Calzadilla announced that 20 new political organizations, eight national and 12 regional, could present their tickets in the upcoming contests, including the MUD coalition. In total, 104 parties are now habilitated to run for governorships, mayoralties, local and regional legislative councils.

VENEZUELA'S SOCIALISTS GEAR UP FOR PRIMARY ELECTIONS AHEAD OF REGIONAL VOTE

The winners of this first stage will now be vetted by the PSUV before running in a subsequent primary process on August 8. The final results have yet to be announced by the PSUV, with a number of local UBChs denouncing irregularities in the process. The ruling party will also make room for candidates from other parties that form part of the Great Patriotic Pole (GPP), a coalition of pro-government parties and movements that run on a joint ticket in elections.

The primary elections are being viewed by the party leadership as part of an effort to reinvigorate the grassroots, affording them the space to directly choose candidates, a departure from the opaque, top-down process used by the party in recent elections.

She has authored numerous articles and books, including “Capitalist Discourse and the Queer Subject” (Revista Venezolana de Estudios de la Mujer) and a chapter in History and Cultures of Sexual Diversity (Fundación Biblioteca Ayacucho).

In January 2018, MUD was disqualified from participating in elections after the country’s Supreme Court of Justice (TSJ) ruled it was a coalition and not a political party, and some members were engaging in double militancy. The anti-government alliance, which had fielded a unified ticket against Chavista candidates since 2012, was facing an internal crisis after the 2017 regional elections, with a number of organizations withdrawing or expelled citing differences and administrative conflicts.

TENTATIVE RUPTURES WITH HETERONORMATIVITY IN VENEZUELA: A CONVERSATION WITH MARIANELA TOVAR

The patriarchal organization of Venezuelan society is a product of the colonization process and was implanted when the Western patriarchal system, in its peninsular [i.e. Spanish] variant, arrived here. During colonization, men of European origin, sometimes with the help of locals, enslaved indigenous peoples and African women and men. They also had the practice of raping indigenous black enslaved women. The natural resources of these territories were exploited and, in some cases, devastated.

This process came with all sorts of violence exercised by the European men, including implanting a hierarchy based on ethno-racial origin, economic power, gender, position within the colonial bureaucracy, etc.

VENEZUELA TO COVAX: SEND VACCINES OR RETURN PAYMENT

Venezuela has demanded that the United Nations’ COVAX program return its US $120 million payment or supply the 11 million Covid-19 vaccine doses purchased.

“We did our part: over two months ago we sent the entire payment [for the vaccines], incredibly freeing up blocked funds to do so,” President Nicolás Maduro explained on Sunday. “The COVAX system has failed Venezuela. This week we are issuing an ultimatum: either send the vaccines or return our money, period,” he continued.

VENEZUELA TO COVAX: SEND VACCINES OR RETURN PAYMENT

According to government sources, some 2.5 million Venezuelans have received at least the first dose of a vaccine, representing roughly 11% of its 22 million adult population. While this figure is in line with continental averages, it is well shy of the declared 70% target set for December.

Venezuela’s vaccination program began in February with healthcare, education and security workers, before expanding to over-60-year-olds in May and now younger adults. Healthcare authorities are currently vaccinating an estimated 200,000 people a day and eyeing an increase to 500,000. Prison inmates and workers are to be included in the program as well, with 40,000 people from 80 prisons starting to receive vaccines last week.

ICC REJECTS VENEZUELA'S CHALLENGE, DECISION ON FORMAL PROSECUTION EXPECTED SOON

The Pre-Trial Chamber I of the International Criminal Court (ICC) rejected a legal challenge by the Venezuelan government for the chamber to take "judicial control" of an investigation into alleged human rights abuses by state officials.

In its decision, the chamber ruled that the challenge was “premature” but praised Venezuela for being “forthcoming in providing fruitful cooperation with the Court” and reiterated its call for the ICC prosecutor to “abide by its duty to maintain a meaningful dialogue with Venezuela.” The Caribbean country had argued that the investigation had “legal irregularities” and criticized the “lack of complementarity” concerning its communications with the Hague-based Court.

VENEZUELAN CAMPESINOS MOBILIZE TO DEFEND LAND LAW, DEMAND GOV'T ANSWERS

Over 200 Venezuelan campesinos and allied activists rallied in Caracas against threats to change the historic Land Law and to demand justice in the countryside.

On Wednesday, 21 rural organizations, joined by a number of Caracas’ social movements, staged a protest in front of the National Assembly (AN) building, rejecting recent government overtures to Venezuela's Cattle Ranchers Federation (FEDENAGA), a powerful landowner guild pushing for a reform of the 2001 law.
