VENEZUELA TO COVAX: SEND VACCINES OR RETURN PAYMENT

According to government sources, some 2.5 million Venezuelans have received at least the first dose of a vaccine, representing roughly 11% of its 22 million adult population. While this figure is in line with continental averages, it is well shy of the declared 70% target set for December.

Venezuela’s vaccination program began in February with healthcare, education and security workers, before expanding to over-60-year-olds in May and now younger adults. Healthcare authorities are currently vaccinating an estimated 200,000 people a day and eyeing an increase to 500,000. Prison inmates and workers are to be included in the program as well, with 40,000 people from 80 prisons starting to receive vaccines last week.

ICC REJECTS VENEZUELA'S CHALLENGE, DECISION ON FORMAL PROSECUTION EXPECTED SOON

The Pre-Trial Chamber I of the International Criminal Court (ICC) rejected a legal challenge by the Venezuelan government for the chamber to take "judicial control" of an investigation into alleged human rights abuses by state officials.

In its decision, the chamber ruled that the challenge was “premature” but praised Venezuela for being “forthcoming in providing fruitful cooperation with the Court” and reiterated its call for the ICC prosecutor to “abide by its duty to maintain a meaningful dialogue with Venezuela.” The Caribbean country had argued that the investigation had “legal irregularities” and criticized the “lack of complementarity” concerning its communications with the Hague-based Court.

VENEZUELAN CAMPESINOS MOBILIZE TO DEFEND LAND LAW, DEMAND GOV'T ANSWERS

Over 200 Venezuelan campesinos and allied activists rallied in Caracas against threats to change the historic Land Law and to demand justice in the countryside.

On Wednesday, 21 rural organizations, joined by a number of Caracas’ social movements, staged a protest in front of the National Assembly (AN) building, rejecting recent government overtures to Venezuela's Cattle Ranchers Federation (FEDENAGA), a powerful landowner guild pushing for a reform of the 2001 law.

ICC REJECTS VENEZUELA'S CHALLENGE, DECISION ON FORMAL PROSECUTION EXPECTED SOON

In 2018, Venezuela’s right-wing opposition, with support from the US and a handful of allied countries, filed a suit before the ICC accusing the Nicolás Maduro government of being responsible for “crimes against humanity” during violent anti-government “guarimba” protests in 2017.

The ICC is currently engaged in a preliminary investigation to determine whether to open a formal investigation into the allegations of crimes against humanity, with a formal decision expected in the coming weeks.

An economist and a professor at Venezuela’s Central University (UCV), Oly Millán is a former Minister of Popular Economy under Hugo Chávez.

In this interview, we talk to Millán about the Law for Special Economic Zones (henceforth SEZs), which is expected to soon be approved by the National Assembly. The law’s white paper, ratified by National Assembly members from the PSUV and opposition alike in late April, has been criticized by many Chavista intellectuals including writers Luis Britto García, economist Pascualina Curcio, and lawyer and former constitutional assembly delegate María Alejandra Díaz.

Venezuelan state security forces retook control of vast areas of Caracas following a large-scale operation against criminal groups in recent days.

The so-called "Gran Cacique Indio Guacaipuro Operation," in reference to a local 16th-century anti-colonial resistance hero, began on Thursday and mobilized some 2500 men and women from several police and security agencies backed by armored vehicles and helicopters.

VENEZUELA'S SPECIAL ECONOMIC ZONES: A CONVERSATION WITH OLY MILLÁN

It is important to talk about this, because the approval of the Law for Special Economic Zones would have a big impact on our economy and our sovereignty. In fact, I would argue that it would be the fullest expression of the liberalization process that began in 2014, when the Law for the Integral Regionalization for the Socio-Productive Development was passed. That law opened the path to creating SEZs in that it partially abrogated national laws in some territories.

The key elements for developing SEZs are, technically, economic ones: fiscal and financial obligations are lifted while environmental restrictions are relaxed in favor of capital. In this sense and otherwise, SEZs are undoubtedly neoliberal in character.

Police contingents slowly gained ground after clearing a burning truck and gunfire blocking the narrow accesses. Rodríguez reported that the three-day operation left 22 gang members dead and 28 wounded, while on the security forces’ side there were four dead and ten wounded. Unofficial accounts likewise reported five civilians killed in the crossfire.

Venezuelan authorities secured the release of a number of hostages and allegedly seized large amounts of weaponry while also dismantling a drug laboratory. However, the leading gang members and lieutenants are said to have fled the Cota 905 prior to the operation, with search operations set to continue in the coming days. The government is offering a US $500,000 reward for information on alias Koki’s whereabouts.

EU MISSION EVALUATES VENEZUELA ELECTORAL TEAM AS GOV'T - OPPOSITION TALKS SCHEDULED

The European Union (EU) has sent an “exploratory mission” to Venezuela to assess social and political conditions in the country.

The 15-day mission is similarly charged with judging electoral guarantees and the “utility, convenience and viability” of adding an EU delegation to the typically ample electoral observer teams for the November 21 “mega-elections,” in which more than 100 political parties are vying to elect over 3000 public regional and local officials.

In his opening speech at the United Socialist Party (PSUV) Congress in 2009, Hugo Chávez invoked two major political references: Alfredo Maneiro and Vladimir Lenin.

A political theorist and former guerrilla, Maneiro stressed the need for "political efficacy and revolutionary character." Addressing the ruling party members, Chávez draws on Maneiro to argue that a revolution needs to develop new ways of governing and doing politics.

From Lenin, Chávez quoted "The State and the Revolution" to explain that a socialist revolution must do away with the old state and the bourgeois order. In the Venezuelan case, that meant wresting control of key sectors from the bourgeoisie.

EU MISSION EVALUATES VENEZUELA ELECTORAL TEAM AS GOV'T - OPPOSITION TALKS SCHEDULED

Alongside the EU mission, Venezuelan authorities have also reportedly hosted a Norwegian delegation this week to finalize plans for a new round of talks between government and opposition representatives.

According to unnamed sources quoted by Reuters, the negotiations are scheduled to be held in Mexico at the start of August, and will be mediated by “international parties” including the Norwegian government. The sources went on to indicate that “larger” delegations are expected to be involved than in the past in a “more complete and complex process.”

🇻🇪🗡 Francisco de Miranda is considered “El Precursor” (“the forerunner”) of Latin American independence, paving the way for Simón Bolívar's “Liberating Army” success.

Known as “The First Universal Venezuelan” and “The Great Univeral American,” Miranda took part in three major historical events: the French Revolution, the American War of Independence and the South American liberation.

Although the revolutionary leader never lived to see South America freed from Spanish rule, his contribution to the cause was considerable.

He signed Venezuela’s Act of Independence, and his name is inscribed on the Arc de Triomphe in Paris. Miranda also designed the tricolor standard that became the basis for Venezuela, Ecuador and Colombia’s flags.

Francisco de Miranda was born on March 28, 1750, in Caracas and died on July 14, 1816, in a Spanish prison outside Cadiz. He has an elaborate tomb in Venezuela's National Pantheon.
