VENEZUELA DELIVERS IMMEDIATE AID TO HAITI AFTER DEADLY EARTHQUAKE

Vice Minister of Risk Management and Civil Protection Eduardo Hurtado personally delivered the supplies to the Venezuelan Ambassador to Haiti Orlando Maneiro Gaspar and Haiti’s Director for Civil Protection Jerry Shendall, as per the government’s request.

“This aid means a lot to the people of Haiti,” said Shendall.

Haitian Civil Protection said Tuesday that the quake had injured at least 9,915. With many people still reported missing, they added that they expected the death toll to rise.

VENEZUELA: MADURO RESHUFFLES CABINET, ARREAZA REPLACED AS FOREIGN MINISTER

Venezuelan President Nicolás Maduro announced cabinet changes after a number of ministers were chosen as candidates for the November 21 “mega-elections.”

The most notorious shakeup was the appointment of Felix Plasencia, the nation's ambassador to China since October 2020, as the new foreign affairs minister. The diplomat will replace Jorge Arreaza, who has held the post since August 2017 and is a popular figure with grassroots and international solidarity movements.

VENEZUELA'S GANGS HAVE BEEN TURNED INTO ARMED CRIMINAL ENTERPRISES (PART I)

In July, security forces carried out a three-day anti-gang operation in the Cota 905 barrio of Caracas after an uptick in violence in the working-class district. The Operation, which caught the headlines of the global media, involved 2500 security personnel and left 22 gang members dead and 28 wounded.

Government sources claim links between the leaders of the “mega-gangs” and far-right groups and regime change paramilitary activities stemming from Colombia. Opposition spokespersons have denied any involvement.

Part I of this two-part interview with criminologist Andrés Antillano looks at some of the historical transformations that gangs have been subject to in light of changing relations with the state and the recessionary economy.

VENEZUELA: MADURO RESHUFFLES CABINET, ARREAZA REPLACED AS FOREIGN MINISTER

The cabinet reshuffle follows the August 8 United Socialist Party of Venezuela’s (PSUV) internal primaries where high-ranking officials were elected candidates for the November 21 regional and local contests. Carmen Meléndez and Eduardo Piñate leave their ministry posts to race for the Caracas mayoralty and Apure governorship, respectively. Maduro called them to "consolidate a great victory" in the upcoming mega-elections.

In that order, President Maduro appointed Admiral Remigio Ceballos as the new interior, justice and peace minister in replacement of Meléndez, while Yelitze Santaella will be in charge of the education portfolio, taking Piñate's place. Santaella lost her primary contest in Monagas state.

VENEZUELA RELINQUISHES STAKE IN DOMINICAN REFINERY, RECLAIMS DEBT

Venezuelan state oil company PDVSA has exchanged its shares in Dominican Republic’s Refidomsa refinery for some of its bonds.

The Dominican Minister of Finance, José Manuel Vicente, explained that the swap was done in two operations. First, PDVSA exchanged its 49 percent participation in Refidomsa for bonds held by PATSA Ltd, a Dominican commercial corporation that is part of the cocoa-exporting Rizek Group and acted as an intermediary.

Chainanalysis’ Global Crypto Adoption Index Report for 2021 has shown that Venezuela leads Latin America in cryptocurrency and blockchain use.

Venezuela sits in seventh place in the global index, above larger regional economies Argentina, Colombia and Brazil, as well as more populated powerhouses United States, China and Russia. The Caribbean country has dropped four places since 2020, while Latin America as a continent only trails Asia and Africa in the index.

VENEZUELA RELINQUISHES STAKE IN DOMINICAN REFINERY, RECLAIMS DEBT

Following the swap, the Dominican government bought the Refidomsa shares from PATSA “for the same agreed price,” a reported US $88.1 million, to own the enterprise entirely.

The agreed compensation fell well short of the $135 million PDVSA paid in 2010, under former President Hugo Chávez’s government. The 49 percent stake had been acquired as part of the Chávez-led regional integration program PetroCaribe, which provided crude at preferential prices to Caribbean countries to boost development. As part of the agreement with Refidomsa, Venezuela would process its heavy crude in the Dominican 34,000 barrel per day (bpd) refinery. The partnership ended in 2015 after a global oil price drop forced Venezuela to wind down its project.

The Cota 905 gang (or one of its bosses) had begun to develop an idea about not only functioning like a company but also as a social movement. It was looking to bring together all the gangs in Caracas to pressure the government to negotiate certain conditions, a kind of criminal syndicate, a union of the outlaws of Caracas.

This idea had nothing to do with business or profitability, which, in fact, are contradictory objectives... Perhaps that's what caused the gang to fail [in its confrontation with the police]. Maybe the Cota 905 gang expected a response from their allies and believed that the government wouldn’t dare to do what it did.
