[BREAKING] VENEZUELAN GOVERNMENT ENVOY ALEX SAAB EXTRADITED TO THE UNITED STATES

Venezuelan government envoy Alex Saab has been extradited to the United States from Cape Verde, where he had been imprisoned since 2020.

The extradition was first reported by local Cape Verde outlets and later confirmed by US officials. The contractor will face trial in Florida where he was charged with money laundering.

VENEZUELA: TENSIONS BOIL IN GUAIDÓ CAMP OVER TROUBLED PETROCHEMICAL SUBSIDIARY MONÓMEROS

In June, the company’s labor union accused Laprea of fixing contracts, bulking the payroll with unnecessary advisors and raising selected employees’ salaries without justification. The outgoing general manager is the fifth in the post since May 2019, when Monómeros and a number of other foreign assets were handed to Guaidó following recognition from Washington and allies of his administration.

The four-page text published by Guaidó on Twitter was allegedly subjected to a vote during the opposition-controlled National Assembly (AN) most recent Zoom session. Although the body’s term ended in January 2021, it continues operating as part of the US-backed “interim government.”

US EXTRADITION OF ALEX SAAB BLOCKS GOV'T-OPPOSITION NEGOTIATIONS IN MEXICO

The Venezuelan government suspended negotiations with the US-backed Juan Guaidó opposition on Saturday following Alex Saab’s extradition to the United States.

Government envoy Saab was detained on an Interpol warrant in July 2020 on a stop-off in Cape Verde reportedly en route to the Middle East to close food import deals for the Latin American government. Caracas recently appointed the businessman as a delegate at the Mexico-based talks, which were due to enter their fourth round the day after his extradition. US authorities had previously endorsed the dialogue.

US EXTRADITION OF ALEX SAAB BLOCKS GOV'T-OPPOSITION NEGOTIATIONS IN MEXICO

Following Saab’s extradition, chief government negotiator Jorge Rodríguez announced the “suspension” of his team’s participation in the talks in protest against the “illegal and inhumane” move. It is unclear if the government plans on returning to the table in the future.

On Monday, the Colombian-born magnate had his request for bail rejected by Southern District of Florida Judge John O’Sullivan during a 15-minute preliminary hearing via Zoom. The arraignment session was fixed for November 1. Over three hundred people reportedly watched Monday’s hearing, including Guaidó’s US representative Carlos Vecchio and allied Deputy Carlos Paparoni. Saab’s US lawyer, Henry Bell, is yet to comment on the case.

President Nicolás Maduro announced the government’s strategy to resume in-person classes for nearly 9 million students by the end of the month, though teachers’ unions argued for a gradual return instead.

Dubbed the “Bicentennial Victory” plan, the government’s strategy includes provisions for biosecurity measures but also calls on civil society groups to help convince students to return to school after an 18-month absence due to pandemic-related measures.

ADVOCACY GROUPS BLAST US TREASURY SANCTIONS REVIEW FOR FAILING TO ADDRESS CIVILIAN HARM

US-based advocacy groups have criticized the US Treasury Department for conducting a sanctions policy review that failed to address these measures' harmful impact on millions of people worldwide.

In a joint press release published on Tuesday, three organizations noted that the seven-page review “at no point considers how sanctions hurt millions of human beings as a result of the dire effect [...] on entire economies.” Instead, the text focuses on how to “strengthen or modernize” the unilateral measures and link them to a “policy objective.”

The head of the Venezuelan Federation of Teachers, Orlando Alzuru, said that schools and teachers may not be prepared for a return of the entire student population at once.

“It cannot be 100% of the students, it must be evaluated in parallel with the pandemic,” Alzuru told local media.

Alzuru said most education workers did not respond to a call in September for a return for administrative tasks and a sizable portion of teachers had not yet been vaccinated.

Otro Beta is a self-organized project aimed at youth from Venezuela’s barrios. The project’s new emphases include technical education and counseling for victims of machista violence. Through a variety of approaches, Otro Beta has always sought to bring the barrio youth out of the dead-ends that capitalism imposes on them. Today Otro Beta has almost three hundred cells or “confluence points” and eight Socialist Endogenous Development Nuclei spread throughout the country.

We met with three key Otro Beta organizers in the populous Petare barrio in eastern Caracas. In part I of this interview we talked about the origins of Otro Beta. Here we focus on education and the concept of “territorialization.”

A World Bank international arbitration tribunal has suspended proceedings to annul a multi-billion ConocoPhillips award.

The International Centre for Settlement of Investment Disputes (ICSID) announced its decision on October 14 after the Venezuelan so-called “interim government” reportedly failed to meet its obligations.

The statement was signed by Cavan Kharrazian, Progressive Foreign Policy Campaigner from Demand Progress; Alexander Main, Co-Director of International Policy at the Center for Economic and Policy Research (CEPR); and Erik Sperling, Executive Director at Just Foreign Policy.

The signatories went on to stress their disappointment with the long-expected report, which was announced by the Joe Biden administration on January 21 and is the first assessment in 20 years. The review “fails to address [...] whether sanctions work, what economic or humanitarian effects they have on ordinary citizens,” they argued.

I think that young people are rebellious by nature. And while we believe that discipline is important, our processes are not directed from above but from below. Here young people question, define, and build. Otro Beta does not impose on people – instead, we call ours a “practice of listening.”

All this has an impact on the communal councils around us: many young people are now working in self-managed spaces and doing so with a more horizontal spirit.

VENEZUELA: CONOCOPHILLIPS CLOSER TO ENFORCING $9.7B AWARD AFTER GUAIDÓ OPPOSITION MISSES PAYMENTS

The Houston-based corporation was awarded US $8.5 billion by the ICSID in March 2019 as compensation for three oil projects (Corocoro, Hamaca and Petrozuata) nationalized in 2007 by the former Hugo Chávez government. The amount has since accrued almost $1.2 billion in interest to total $9.7 billion.

Opposition leader Juan Guaidó proclaimed himself “interim president” in January 2019, and in December 2019 filed to have the award annulled. Recognition from Washington has seen the “interim government” take over litigation in several cases involving the country, particularly in US courts.

Spanish judicial authorities have temporarily halted Hugo Carvajal’s extradition to the United States.

Known as “El Pollo,” Venezuela’s former intelligence chief’s expected extradition on Saturday was suspended due to a “material error in the writing up of the case” and is due to proceed once the error is corrected. It comes after Madrid rejected a similar extradition request from Caracas last month.
