VENEZUELA: PSUV LOSES BARINAS TO OPPOSITION IN ELECTION RE-RUN
Barinas residents were forced to take to the polls again after the November 21 results were annulled by the TSJ nine days later. According to the ruling, Democratic Unity Roundtable’s (MUD) Freddy Superlano ̶ who was leading incumbent PSUV governor Argenis Chávez by 0.4% at the time ̶ had been barred from holding public office by the ombudsman in August 2020. The cause of the disqualification was not made public and electoral authorities claimed to not be aware of the measure.
Unofficial estimates indicate that both Garrido and Arreaza increased their parties’ counts on Sunday by roughly 70,000 and 26,000, respectively, with smaller blocs such as the moderate-right Democratic Alliance losing out. Participation rose from 45% to 51%.

On Wednesday, the South American nation reported 1,267 new infections and four additional deaths, elevating the totals to 449,730 and 5,370, respectively since the beginning of the pandemic in March 2020. The country went from an average of fewer than one hundred cases per day in December to over 500 in January until reaching the current peak.
According to Venezuelan Communications Minister Freddy Ñáñez, only 6,736 cases remain active, with the majority of patients being treated in public hospitals. The recovery rate stands at 97 percent.

Venezuela has lifted gasoline production with four major refineries back online.
State oil company PDVSA is currently producing almost 160,000 barrels per day (bpd) of gasoline, local sources told Reuters. The number is an important jump from the 82,000 bpd reported at the end of last year. If the higher output continues it would successfully cover domestic demand which currently stands at around 110,000 bpd.

According to Article 72 of the 1999 Venezuelan Constitution, voters may revoke a public official’s term once said official has served half of their term. In order to trigger the vote, the petitioners must secure valid signatures comprising 20 percent of the electorate that voted for the official, in this case from the national voter list. The recall referendum must then see over 25 percent of eligible voters take part, and the official is recalled if there are more votes for it than he/she received when elected.
The CNE vowed to release a schedule for the different steps in the coming days. If a successful recall vote is held before January 10, 2023, it will trigger a snap presidential election within a 30-day lapse. If it happens after, the vice president will take over as president for the remainder of the term.
