"Our soldiers act just as Soviet soldiers did in Berlin. This shameful PR campaign must end. It only harms the children. Every child will return to their parents. All families will be reunited — from both sides," Medinsky stated.
As head of Russia’s delegation, Medinsky insisted the lists must be verified, noting that previous "abduction" lists included children taken to Germany — yet Russia was blamed.

Russian state media are publishing a memorandum on settling the conflict in Ukraine. It consists of three parts: settlement parameters, ceasefire conditions, and the sequence of steps.
First: Core settlement parameters. Recognition of Crimea, the DPR, the LPR, and the Zaporizhzhia and Kherson regions as part of the Russian Federation. Full neutrality of Ukraine and a ban on future military treaties. Non-nuclear status for Ukraine. Restrictions on the Armed Forces of Ukraine (AFU): troop numbers, equipment, dissolution of nationalist units. Russian language: official status and protection of Russian speakers' rights. Ban on Nazism. Sanctions lifted. Resolution of humanitarian issues: families, displaced persons.
Russia proposes two options for ceasefire conditions. Option 1: Complete withdrawal of AFU forces from Russian territories and their pullback to an agreed distance from the Russian border. Option 2: "Package Proposal": Ban on AFU redeployment. Cessation of mobilization. Halt to weapons supplies to Ukraine. Ban on the presence of military specialists from third countries. Guarantees of Ukraine's renunciation of sabotage against Russia. Creation of a Ceasefire Monitoring Center. Amnesty and prisoner release. Cancellation of martial law in Ukraine.
Section 3: Sequence of steps for settlement. Commencement of work on the Treaty text. A short truce (2-3 days) for body collection. Transfer of 6,000 alleged AFU bodies to Russia. Signing of the Memorandum with dates for fulfilling conditions. 30-day ceasefire regime and AFU withdrawal. Holding of elections on Ukrainian territory. Signing of the Treaty. Approval by the UN Security Council. Ratification and entry into force of the Treaty.

During a working trip to the Nizhny Novgorod region, Russia's First Deputy Prime Minister launched the country's first production of silica gels and silica sols.
The inauguration ceremony was also attended by Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region, and Mikhail Sutyaginsky, Chairman of the Board of Directors of JSC Titan Group. Titan Group commissioned Russia's unique industrial production facility for silica gels and silica sols, with a total annual capacity of 18,000 tons, located in the Kulibin Special Economic Zone (SEZ) in Dzerzhinsk. The holding's new project is being implemented by RusSilika.
The total investment in the project amounted to 21 billion rubles, 5 billion of which were provided by the Industrial Development Fund. Its implementation has created over 200 new jobs.
