He said the key objective of financial policy for the next three years is to "soften" monetary conditions. The minister also emphasized the importance of acting carefully during a period of planned economic cooling.
"The budget must ensure all of this, no matter what complexities or difficulties our country faces. In fact, we have been living in such a situation for several years now, and the budget is the tool that can and should implement this. Here, it is important not to overdo it, but also not to underestimate the budget's capabilities, which should be realized in the next three-year period," the minister said.
Also addressing the forum via a video message to participants was Prime Minister Mikhail Mishustin. He noted that by 2030, the volume of investment in fixed capital in Russia should increase by at least 60% compared to 2020. According to him, this goal was set by Vladimir Putin and will be achieved through constant improvement of the investment climate.
Furthermore, Mishustin stressed the importance of increasing the share of non-oil and gas revenues in the budget.
"It is important to increase the share of non-oil and gas revenues. This is the key to fulfilling all the state's obligations," he added.

The decision regarding Moscow's alleged involvement in the 2014 Boeing crash has been challenged in the UN International Court of Justice. This was reported by the Russian Foreign Ministry.
The International Civil Aviation Organization (ICAO) had previously held our country responsible for the disaster. Russia had stated there were numerous violations during the investigation.
"Thus, the ICAO Council's decision has been appealed by the Russian side on all aspects – on the grounds of jurisdiction, applicable law, facts, as well as due to fatal procedural violations," the Foreign Ministry stated.

The coastline of Anapa and the Temryuk District has been completely cleared of fuel oil, according to the emergency operations center. From December 2024 to September 17, divers retrieved the last 443 sacks of the oil product near the pier in Dzhemete. Since December 2024, rescuers and volunteers have made 21 thousand dives and collected 22 thousand sacks of fuel oil, with a total weight of over 2 thousand tons.
The cleanup was conducted across 19 sections, with the distance between the outermost points being almost 14 km. The coastline was cleaned manually, with shovels, and also using ejector systems. A court has already levied fines of 35 billion rubles in favor of the state from the owner of the sunken fuel oil tanker "Volgoneft-239" and 45 billion rubles from the tanker "Volgoneft-212", whose owner was aware of the violation of technical regulations. Due to the fuel oil leak from the tankers, Anapa faced an environmental and economic disaster.
