U.S. House reps for Indiana collect almost $200,000 in meal and lodging reimbursements

Indiana’s nine U.S. House members received a combined $199,332 in reimbursements for lodging, meals and incidentals in 2023 as part of a new program that allows federal lawmakers to recoup expenses without providing receipts.
The U.S. House Select Committee on the Modernization of Congress approved the program in 2022. It is considered an alternative to representatives giving themselves a raise and aims to encourage more people to run for office, according to the committee’s December 2022 report . House members receive a base salary of $174,000.
The committee also said in its report that there should be “reasonable reimbursement limits,” ethics requirements and that the process should be transparent to the public, but did not specify how to achieve these goals.
The reimbursements aim to help representatives cover the costs of living and maintaining households in both their home district and in D.C. However, the program does not require members to keep and submit receipts of the specific expenses, so it is unclear exactly when the expenses occurred and what they covered.

The following nine Indiana U.S. House or Representative members were reimbursed a total of almost $200,000.
Indiana Rep. Jim Baird, R-4th, received the third highest reimbursement — $41,549 — of any member of the House. Most of this reimbursement, $29,875, was allocated for lodging, while the remaining $11,674 covered meals and incidentals.
Baird’s office did not respond to multiple requests for comment on these reimbursements.
Baird spent $9,790 more than the next highest-reimbursed Indiana representative, Republican Larry Bucshon, R-8th, who received a total of $31,759. Bucshon received almost $14,000 more than the typical reimbursement. The next highest Indiana spenders — Republicans Victoria Spartz (R-5th) and Greg Pence (R-6th), and Democrat André Carson (D-7th) — all received at least $9,000 more than the average reimbursement.
Caroline Ellert, a spokesperson for Carson, said in a statement to the Indiana Capital Chronicle the reimbursement program was a recommendation to “improve and strengthen the House.”
“Congressman Carson continues to support a legislative branch that is effective, efficient, and transparent,” Ellert said.
According to the Post’s database, 107 representatives reported $0 in reimbursements under the program. Rep. Rudy Yakym, R-2nd, received the lowest reimbursement of the Indiana representatives, around $4,000.
Representatives Jim Banks, R-3rd, Erin Houchin, R-9th, and Frank Mrvan, D-1st, also received less than the $18,000 typical reimbursement.
Even though they are not required to submit receipts, representatives can still face criminal prosecution for lying about expenses under the program.

Arrest and resignations shock Warrick County Health Department
WARRICK COUNTY, Ind. (WEVV) — It’s been an eventful few days for the Warrick County Health Department, with a resignation and an arrest among their leadership. Emergency meetings were called on Tuesday to hopefully get the department back on track.
With a six to nothing vote, the Warrick County Health Board appointed Dr. James Heinrich as the county’s health officer, the third person to hold the position this month.
This comes after Dr. Julie Wohrley, who took over after the suspension of Dr. Rick Yeager, resigned on Monday after holding the embattled position for just over two weeks, suddenly leaving the department unable to issue vital records like birth and death certificates yet again.
Leigh Ann Holder, vice chair of the Warrick County Health Board, told 44News“[Dr. Wohrley's resignation] was surprising to us, but we completely understand. All the controversy that has happened in the county–that would be very intimidating to someone.”
All this comes on the heels of the arrest of health department administrator and former commissioner Marlin Weisheit on Friday for felony official misconduct.
State police say Weisheit payed himself over $10,000 of the health department’s money, fraudulently using the signature stamp of Dr. Yeager to authorize the payments.
Following the firing of administrator Aaron Franz in December, the county commissioners hired Weisheit as an independent contractor, to be paid by the commissioners, to act as health administrator.
However, Dr. Yeager also picked an administrator and denied Weisheit held the position until April, but state police say Weisheit had been paying himself as though he held the position the whole time, unbeknownst to Dr. Yeager. State police also detail an interaction where Weisheit asked Dr. Yeager to cover up the misconduct, telling him “he could make it all go away.”
Health board officials say they are looking forward to moving past the recent turmoil and getting back to work.
“It’s made everything stagnant for a little while," Holder said "We’ve just been going status quo for quite a while, so now we’re going to be able to start some new things and get some balls rolling in the right direction on helping more citizens of Warrick County.”
After the commissioners approved Heinrich as the new health officer in their emergency meeting, they also said the funds taken from the health department by Weisheit would be returned.

Attorney: Word turned down plea deal from prosecutors; trial to start Wednesday
EVANSVILLE — Prosecutors offered school board member and former restauranteur Amy Word a deal that could have let her walk away from the felony charge against her – and any lesser charge, too – but she turned it down.
Word’s defense attorney, Bob Canada, disclosed the formerly unpublicized offer when he spoke to the Courier & Press ahead of Word’s trial, which is scheduled to begin Wednesday after nearly two years of court wrangling.
In 2022, the Vanderburgh County Prosecutor’s Office formally charged Word, 48, with maintaining a common nuisance, a Level 6 felony, after detectives claimed she knew about drug use and dealing at the Franklin Street establishment she formerly operated, Lamasco Bar & Grill.
As a sign of just how embedded the bar was along Franklin Street, the Evansville Police Department filmed a recruitment video there in 2020.
But two years later, a sweeping narcotics operation had Lamasco Bar & Grill − and several other nearby establishments − in its crosshairs and netted the arrests of Word and alleged drug peddlers big and small. But Word is not accused of selling or possessing narcotics herself.
The charge of maintaining a common nuisance alleges that Word allowed Lamasco Bar & Grill to host illegal activity − such as drug selling − with her express knowledge.
Word pleaded not guilty shortly after her arrest on July 30, 2022, and has steadfastly maintained her innocence in social media posts.
In one such public Facebook post, Word wrote that she was “booked and jailed” before police had searched Lamasco Bar & Grill for drugs, and when investigators did execute a search warrant at the bar, Word said they found, "NOT ONE SINGLE DRUG; TRACE OF A DRUG (or) RESIDUE OF A DRUG” on the premises.
The District 3 Evansville-Vanderburgh School Corp. board member has stated she will not run for reelection, and this year Word’s bar opened under a new owner, Charles Mereday.
Meanwhile, detectives maintain that they observed drug sales in Lamasco’s parking lot while Word was present at the bar; that employees and patrons sold and used drugs with Word’s knowledge and that Word partook in drug use at the bar herself – a claim attributed to a “confidential” source, an affidavit states.
According to Vanderburgh County Prosecutor Diana Moers, the state is confident it can meet its burden of proof and convince 12 Sullivan County jurors that Word knowingly and intentionally allowed Lamasco Bar & Grill to become a hub for drugs and crime.
Deputy Prosecuting Attorney James Doyle will try the case, court records state.
Moers told the Courier & Press she could say little publicly about Word’s trial before it begins. But, Moers did say she expects the state will need between two and three days to make its case to jurors.
“We are looking forward to our day in court and have not responded to any of the extrajudicial statements made by the defendant in this matter to ensure no prejudice to the court proceedings,” Moers wrote in a statement to the Courier & Press.

The Trump and Biden administrations haven’t always been reliable about sending out the money — or sending it on time. But STAT’s new analysis of a Health and Human Services database of the money reveals where it’s flowing and who has received the most so far.
By far, the largest payments were made to the nation’s biggest hospital systems. Fully five of the top 10 recipients of cash were New York City-area hospitals or health systems; together, they received some $3.1 billion. The New York and Presbyterian Hospital (usually styled “NewYork-Presbyterian”) alone brought in $631 million, topped only by the $1.2 billion that went to the New York City Health and Hospitals Corporation, a group that operates New York City’s sprawling system of public hospitals and clinics.

Jury returns guilty verdict in Amy Word trial
Amy Word, an Evansville school board member and former owner of Lamasco Bar and Grill, was found guilty Friday of maintaining a common nuisance after a three-day trial in Sullivan County.
Word, 48, took a gamble taking her case to trial because according to her attorney, prosecutors had offered to place Word in a pretrial diversion program that could have seen the case against her dismissed.

Investigators claimed that Word knew several men sold cocaine to her bar's patrons and employees on a near-daily basis, effectively turning the bar into a public nuisance and a hub for criminal activity.
"Amy Word, who is still an inactive member of our school board, allowed drug dealers and users alike to proliferate cocaine into the community of Evansville through her bar," Vanderburgh County Prosecutor Diana Moers wrote in a statement. "But no more. The defendant's businesses are no longer in operation and she will no longer be eligible to serve on the school board as a convicted felon."
The Sullivan County jury returned with its verdict, guilty, just after 12:15 p.m. Evansville time on Friday.
Word pleaded not guilty soon after her arrest on July 30, 2022, and maintained her innocence during a two-year slog through the courts. In public Facebook posts, and comments to the media, Word claimed the case against her was unfounded.

The Courier & Press sought comment from Word's defense attorney, Bob Canada, Friday afternoon but did not receive a response prior to publication of this article. Last week, Canada told the newspaper that Word hoped to "clear her name" at trial.
"The prosecution hinges on a drug dealer who's facing 30 years in prison and is testifying to get lenience," Canada said, referring to the state's key witness, Demario Montez Holman, who testified on Wednesday that he personally sold cocaine to Word and distributed the drug at Lamasco Bar & Grill.

Canada said that Word was confident enough in her prospects that she turned down the pretrial diversion offer early on in the legal process.
According to court records, prosecutors extended "use immunity" to Holman in order to secure his testimony at Word's trial, a legal remedy that allows witnesses to incriminate themselves when answering attorneys' questions without fear that their statements will be used against them.
Canada told jurors that Holman was an unreliable witness who had a motive to lie about Word in the hopes that prosecutors offered him leniency in his own Level 2 felony drug case.
“Do you feel that you are being compelled to testify?” Canada asked Holman during a lengthy cross-examination.
“No," Holman replied.
“But during your deposition, you said, 'I mean s--t, I don’t have a choice man,” Canada retorted.
Canada told the Courier & Press on Thursday that Holman's testimony was riddled with inconsistencies. But Holman was steadfast in his claim that he and others sold cocaine at Lamasco Bar & Grill and that Word knew about it.
“I saw it with my own eyes,” Holman told Vanderburgh County Deputy Prosecutor, James Doyle, referring to Word's involvement with a drug scene.

Recent conversations surrounding the foreign ownership of land during the recent political campaigns resulted in House Bill 1183 being signed into law by Holcomb on March 15.
Under the new law, a prohibited person may not purchase, lease or acquire a parcel of real property in Indiana or within a 10-mile radius of a military installation with certain exceptions. This includes agricultural land, a mineral right, water or a riparian right on agricultural land.
Prohibited persons include those who hold dual citizenship with the United States and countries like China, Iran, North Korea, Russia or a country designated as a threat to critical infrastructure by the governor. This bill also includes business entities held or controlled by citizens of a foreign adversary.

It’s overseen by unelected officials and the CEO is Eric Holcomb that happens to also be the Indiana Governor. Even though the real estate is owned by a US owned entity; partnerships still continue with foreign entities. Properties may be leased by foreign entities. The law is meaningless, but hey Hoosiers have a false sense of security.
