ዓለም የአየር ንብረት ለውጥ የሚያስከትለውን ጥፋት ለማስቀረት ጊዜ እየጨረሰች ነው - ጥናት

በአሁኑ ጊዜ በመላው ዓለም በአየር ንብረት ለውጥ የተነሳ የሚከሰቱ ጥፋቶችን መስማት የተለመደ እየሆነ ሲመጣ መንግስታት ጥፋቶቹን ለመቀልበስ የሚጠበቅባቸውን ሥራ ግን አሁንም እየሰሩ አይደለም።

የተመድ አባል የሆኑ 197 ሀገራት ከአንድ ወር በኋላ አመታዊ የአየር ንብረት ለውጥ ጉባኤያቸውን የሚያደርጉ ሲሆን ሀገራት ብሔራዊ የአየር ንብረት ዕቅዳቸውን እስከ ባለፈው የካቲት ለተመድ እንዲያስገቡ ተጠይቀውም ነበር።

ይህ ዕቅድ ሃገራት እንዴት የሚለቁትን የብክለት መጠን እንደሚቀንሱ የሚያሳዩበት ቢሆንም እስካሁን 25 ሃገራት ወይም የአለምን 20 በመቶ የጭስ መጠን የሚለቁ ሃገራት ብቻ ይህንን ዕቅዳቸውን አስገብተዋል።

ከአፍሪካ ደግሞ ይህንን ዕቅድ ያስገቡት ሶማሊያ፣ ዛምቢያ እና ዚምባብዌ ብቻ ናቸው።

ከገቡት 25 ዕቅዶች መካከል ግን በእንግሊዝ የገባው ብቻ ከፓሪሱ የአየር ንብረት ለውጥ ስምምነት ጋር አብሮ እንደሚሄድ ተገልጿል።

የአየር ንብረት ለውጥ ዕቅድን ከሃገራዊ የልማት ዕቅድ ጋር ማቀናጀት 175 ሚሊየን ሰዎችን ከድህነት ያወጣል ተብሎም ይጠበቃል።

ዘንድሮ በወጣው አመታዊ የአየር ንብረት መለኪያ ሪፖርት በሰው ምክንያት የሚከሰት የአለም የሙቀት መጠን በ2024 1.36°C መድረሱ ሲመላከት ይህም አማካይ የአለም ሙቀትን 1.52°C አድርሶታል ተብሏል።

አሁን ባለው የብክለት ልቀት መጠን አለም ከቀጠለች ከሶስት አመት በኋላ ወደማይመለስ የአየር ንብረት ለውጥ ቀውስ ውስጥ አለም እንደምትገባም በሪፖርቱ ተመላክቷል።

የአለም ሃገራት ሌሎች መረጃዎችን በሚከታተሉት መጠን የአየር ንብረትን እየተከታተሉ አይደለም ሲባል ያደጉ ሃገራት ብዙ ብክለት እንደማመንጨታቸው መጠን እርምጃ በመውሰድ ቀዳሚ መሆን እና ሌሎችን በገንዘብ መርዳት ይገባቸዋል ተብሏል።

የቡድን 20 አባል ሃገራት ብቻቸውን የአለምን 80 በመቶ የብክለት ልቀት ይሸፍናሉ ሲባል የወቅቱ የቡድኑ ፕሬዚዳንት ደቡብ አፍሪካ ለውጡን በመምራት እና እያደጉ ያሉ ሃገራት የገንዘብ ድጋፍ እንዲያገኙ በማድረግ ሚናዋን ልትወጣ ይገባል ተብሏል።

አፍሪካ ከአስር አመታት በኋላ ከባዱን የአየር ንብረት ቀውስ እያስተናገደች ስለመሆኗ ሲገለፅ አለም ጥፋቱን ለመቀልበስ ከማይቻልበት ደረጃ ለመድረስ የቀረው ጊዜ አጭር መሆኑን ተገንዝቦ ዛሬውኑ ወደ እርምጃ ሊገባ ይገባል ተብሏል።
