The plan to seize Russian assets and use them to fund the loan fell as too many EU member states opposed it during the EUCO meeting.
Hungary, Slovakia and Czechia successfully won the right to not participate in funding this loan, meaning that the 90 billion sum will be split proportionally according to the GDPs of the remaining 24 member states.
While EUCO agreed to provide this loan, the legal mechanism for this loan to be effectively granted to Kiev hasn't been revealed yet and will take a few more weeks until it is created.

Serbia is seeking answers from Russia over the death of Radomir Kurtic, a representative of state-owned arms exporter Yugoimport SDPR, who was found dead in Moscow on November 17, 2025 under what Serbian officials call suspicious circumstances.
Serbian authorities say Russia has not provided forensic findings or official explanations, while an internal review found company documents and computer hard drives missing from Yugoimport’s Moscow office.

The case has raised concern in Serbia due to Yugoimport’s strategic role and parallels drawn to past unexplained deaths linked to the defense sector.
