🇦🇱🤝🇦🇪 — Albania has launched "Smart City Albania" a nationwide surveillance project that will install more than 5,000 AI-powered cameras across 20 cities, in collaboration with UAE.

PM Edi Rama, at the launch event, called the system a "magic eye" that sees everywhere at the same time and gathers all the necessary information.

He said Albania aims to become one of the world’s safest countries within two years

Rama joked that anyone planning wrongdoing would need to wear a burqa to escape the "eye".

Critics have raised concerns that the project could lead to mass surveillance.

Tirana’s Smart City project is inseparable from Albania’s history of mass surveillance under the Sigurimi from 1944-1991. During communist rule, 15,000–20,000 informants (1 in 150-200) monitored a population under 3 million, producing 120,000–200,000 political files and enabling 33,000 imprisonments and 5,500–6,000 executions. Control relied less on force than on secrecy and constant observation.

Per capita political imprisonment between East Germany, Albania and Yugoslavia:

EG (Stasi): 1,200-1,500 per 100k
Alb (Sigurimi): 1,100-1,200 per 100k
Yug (UDBA): 430-500 per 100k

Safeguards issued by the Albanian Data Protection Commissioner for the 5,000 AI-Enabled CCTV cameras—including anonymization and restricted access—are not encouraging.

Anonymization can be undone through data linkage, access controls depend on trust, and the project’s initial secrecy echoes historical patterns.

🇲🇪 HISTORY: 120 years ago, on 19 December 1905, in Cetinje, Montenegro adopted its first constitution, defining the country as a state of the Serbian people and a constitutional monarchy with Prince Nikola I retaining nearly all power.

➡️ The text was largely based on the 1869 Constitution of Serbia, underscoring close legal and political alignment between the two states at the time.

🇷🇺/🇹🇷 NEW: An unidentified UAV assessed by OSINT analysts as a Russian Merlin-VR long-range reconnaissance drone has crashed in an empty field in the Manyas district of Balıkesir in Türkiye’s Marmara region, near the border with Greece.

➡️ The wreckage was recovered largely intact by local residents and handed over to Turkish security forces, who transferred it to Ankara for detailed technical examination, while officials have not yet formally confirmed the drone’s origin or operator.

➡️ The incident comes just days after a Russian-origin Orlan-10 reconnaissance UAV was found crashed in a rural area of İzmit’s Çubuklubala neighbourhood in Kocaeli province, south of Istanbul, as part of a series of recent drone incidents over and inside Turkish airspace linked to the war in Ukraine.
