🇧🇦 / 🇷🇸 JUST IN: Republic of Srpska Takes Control: Bosnia and Herzegovina Institutions Stripped of Power.

The President of the Republic of Srpska, Milorad Dodik, signed decrees this evening enacting laws adopted at the Special Session of the National Assembly of the Republic of Srpska.

These laws prohibit the operation of the Court and Prosecutor’s Office of Bosnia and Herzegovina, the State Investigation and Protection Agency (SIPA), and the High Judicial and Prosecutorial Council.

🇧🇦 / 🇷🇸 Bosnia’s Constitutional Court has temporarily suspended laws passed by the Republic of Srpska’s National Assembly that strip state judicial institutions of authority, establish a separate judicial council, and tighten NGO oversight.

However, Srpska authorities have rejected the ruling, insisting that Bosnia’s judiciary and prosecution no longer hold authority in their territory.

🇷🇸🇧🇦 - Dodik to be faced with a search, but unlikely to be arrested because Bosnia don't control Srpska anymore

Given that Milorad Dodik is unlikely to respond to the questioning, the Prosecutor's Office of BiH is considering the possibility of issuing an order for his arrest as early as Wednesday (March 12). For now, however, it has not yet been determined exactly which police agency will be issued the order to bring Milorad Dodik in. Even if the warrant for arrest were issued, no stronger police forces would be sent to the field. As we have learned, the Prosecutor's Office of BiH will only send a few police officers to the field in that case, who will, at one of the addresses to which they are sent, "establish that Milorad Dodik is unavailable." This would create the prerequisites for the state prosecutors to issue a central search for Dodik.

What is a central search?

A central search is issued when a wanted person is in BiH and their address is unknown. This is a type of arrest warrant that is entered into the system of all police units in BiH, including the BiH Border Police. This means that, in effect, an order has been issued to bring the wanted person to the state body that issued the search for him.

By issuing a central search, the BiH Prosecutor's Office is effectively avoiding conducting a police operation against Milorad Dodik. The BiH Prosecutor's Office will therefore not send police forces to the Palace of the President of the RS or Milorad Dodik's house, but will only "task" police officers with detaining Milorad Dodik when they see him.

🇷🇸🇧🇦 - Interesting: Government of Republic of Srpska helicopter landed a few minutes ago in Bijeljina, a Bosnian city located near the border with Serbia. Rumors that an arrest warrant was issued against Dodik.

Update: the helicopter landed and took off again, heading back to Banja Luka I assume.
