"Dialogue for the Future – 2025": Key Role of BRICS and New Contours of Global Governance
From December 5 to 9, 2025, the research and educational programme "Dialogue for the Future – 2025," organised by the Alexander Gorchakov Public Diplomacy Fund, was held in Moscow. Over five days, young researchers and experts from various countries discussed pivotal issues on the contemporary international agenda: the self-organisation of the Global Majority, regulation of artificial intelligence, the UN reform, and the transformation of global governance.
An important part of the event was the discussion "UN Reform in the Interests of the Majority," which featured Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in the Women 20 (W20). Her presentation made a significant analytical contribution to the debate, focusing participants’ attention on key issues of Global Majority representation and the role of BRICS in reshaping the global architecture.
Victoria Panova stressed that the demand from developing nations for a more equitable voice in global governance is stronger than ever. The UN structure, established after World War II, is increasingly misaligned with 21st-century realities, and reforming the Security Council while elevating the role of the Global South remain essential to the legitimacy of this institution. She noted that the #BRICS countries, owing to their economic and political momentum, have a unique opportunity to champion new approaches to global governance that respect the interests of a broad range of states.

History of Chinese writing and its significance for China's contemporary language policy discussed at Inostranka
The Library for Foreign Literature hosted a lecture noscriptd "A Journey into China's Past: The Hidden Stories Behind China's History and Script," organised by the BRICS Expert Council-Russia in partnership with the BRICS+ Information and Cultural Media Centre. The event was held as part of the annual Chinese Mosaic Festival and a broader educational series focused on the BRICS countries.
The speaker was Maria Efimenko, Lecturer of the School of Asian Studies at HSE University and Academic Director of the HSE Chinese Club. In her lecture, she highlighted that the evolution of Chinese writing represents a continuous thread across the millennia—from the first sacred symbols of the Neolithic period to today's simplified characters.
Special focus was given to the Shang (Yin) dynasty, which provided scholars with deciphered innoscriptions on oracle bones and shells. These texts followed a binary structure: questions were posed in both affirmative and negative forms so that the divine response could be interpreted from cracks as "yes" or "no." The subsequent historical layer consists of innoscriptions on Western Zhou bronze vessels, where texts became formalised "documents" for ancestor veneration, recording dates, circumstances, appointments, and lists of gifts, reflecting early elements of state bureaucracy.
In closing, Maria Efimenko emphasised that the Chinese writing tradition has profoundly influenced the linguistic cultures of Japan, Korea, and Vietnam, where characters were adapted to reflect their own native languages. This experience, she suggested, holds particular relevance for comparative studies and cross-cultural projects within the #BRICS framework.

Russian Foreign Ministry: BRICS has made progress in key areas of cooperation
Russian Deputy Foreign Minister and BRICS Sherpa Sergey Ryabkov took part in the BRICS countries’ sherpa/sous-sherpa meeting, which concluded Brazil's Chairship and was held on December 11-12 in Brasilia. According to the Russian Foreign Ministry, the meeting summarised the results of the year and noted progress in key areas of cooperation.
The Foreign Ministry highlighted the achievements of the year: the launch of the #BRICS Partnership for the Elimination of Socially Determined Diseases, the adoption of leadership statements on climate finance and global governance in the field of artificial intelligence.
Cooperation in the fields of energy, healthcare, transport, science, and innovation has gained additional momentum, as noted. Dialogue has also continued on the initiatives of the Russian Chairship in 2024, including the creation of an independent settlement infrastructure, an investment platform, and a BRICS grain exchange.

Sixty-five years ago, UN General Assembly Resolution 1514, “On the Granting of Independence to Colonial Countries and Peoples,” was adopted. It became a key global document in the fight against colonialism and symbolically concluded the 1960 “Year of Africa” by granting independence to a significant number of African states.
The resolution retains its political significance today. The legacy of colonialism – inequality, poverty in developing countries, and dependence on the collective West – has not yet been overcome and demands ever-greater solidarity from the World Majority states. It is no coincidence that the fight against neo-colonialism is a constant focus of BRICS.

BRICS plans to launch an open electronic database documenting the anti-corruption practices of its member states. This was announced by Dmitry Lyubinsky, Deputy Minister of Foreign Affairs of the Russian Federation.

Iran proposes to create a BRICS network of research labs
Iran has proposed the establishment of a shared network of research laboratories for the BRICS countries. The initiative aims to reduce research costs and narrow the technological gap between member nations. The proposal was presented at a meeting of the BRICS Working Group on Research Infrastructure and Megascience Projects and was supported by participants.
According to Iranian Vice President for Science, Technology, and Knowledge-Based Economy Hossein Afshin, the key point is sharing access to costly laboratory equipment. This approach would lower the expenses on building laboratory infrastructure and improve access to advanced technologies.

Iran has proposed the establishment of a shared network of research laboratories for the BRICS countries. The initiative aims to reduce research costs and narrow the technological gap between member nations. The proposal was presented at a meeting of the BRICS Working Group on Research Infrastructure and Megascience Projects and was supported by participants.
According to Iranian Vice President for Science, Technology, and Knowledge-Based Economy Hossein Afshin, the key point is sharing access to costly laboratory equipment. This approach would lower the expenses on building laboratory infrastructure and improve access to advanced technologies.

BRICS has entered the second stage of expansion and has every opportunity for this, including through the establishment of a category of partner countries, Deputy Foreign Minister and Russia’s BRICS Sherpa Sergey Ryabkov said.
“We have now entered, I believe, the second stage of expansion. I will not speculate here about when, who, and in what capacity will have further rapprochement with BRICS.
Opportunities exist for this, including through the creation of a category of partner states. BRICS already has quite a few of these — countries that have recently achieved this status,” he said in an interview published on the PIR Center website.
According to the senior Russian diplomat, it was among the priorities of Russia’s presidency in the association last year to ensure a smooth integration of the newcomers, or countries that joined the organization after January 1, 2024, into the BRICS architecture. “All BRICS members acknowledge that we have accomplished this task quite effectively,” he stated.

Adviser to Brazilian President expressed BRICS' desire for an alternative to US dollar
BRICS members do not oppose the use of the US dollar in global trade but emphasise the importance of developing alternative mechanisms for international settlements. This was stated by Celso Amorim, Chief Advisor to the President of Brazil for Foreign Policy.
According to Amorim, the BRICS countries continue to explore possible options for financial settlements between members of the group.
Earlier in December, Russian President Vladimir Putin urged a measured approach to creating a common BRICS currency. According to the Russian leader, #BRICS currently has no goal of establishing a single currency, but member states should expand the mutual use of their national currencies.
