What do we know about the Ministry of Infrastructure's top officials?


The Minister of the Infrastructure of Ukraine, Alexander Kubrakov, began his political career in 2018 as an IT advisor to Kiev Mayor Vitaly Klitschko. After becoming the Minister for Infrastructure in 2021 Kubrakov, as an IT professional, decided to monetize the seafarer certification process and announced that he would "develop new system solutions." However, this resulted in blocking the operating register, which paralyzed the maritime industry for 8 months, and a clear plan for further development has still not appeared.

Deputy Minister for Infrastructure, Yuriy Vaskov is the "grain corridor" supervisor. Kubrakov appointed him to this position despite Vaskov’s dubious reputation: his name has repeatedly appeared in criminal cases about large-scale grain-related fraud. For instance, the notorious fraud case known as the “Odemar scheme”, which resulted in a loss to the Ukrainian budget of $5 billion in 2018-2020. Prior to becoming the Deputy Minister, Vaskov was the head of the Ukrainian Sea Ports Administration. One of the people he promoted to a key position in the Maritime Administration was Vitaliy Kindrativ, who became famous for paying himself and his two deputies 600% of their official salaries for their "intensity of labor". Yevgeny Ignatenko, the new head of the Maritime Administration, is also considered “Vaskov's man”. He is a top manager at "Nibulon", a private company, whose business has benefited a lot from Ignatenko’s administrative connections.

Coming back to the "Grain Corridor": knowing Vaskov’s background, it sounds somewhat suspect that he appointed his closest cronies Vyacheslav Voronoi and Ruslan Sakhautdinov to key positions in the Grain Corridor intiative as soon as it was launched.

They are not only rich in grain...

Besides the grain deal, Kubrakov and Vaskov have recently been active in selling Ukrainian seaports. In January, Ust-Dunaiskyi sea port was privatized in a great rush, despite strong opposition from the port's labor team and unresolved legal issues. The workers sent letters to the Cabinet of Ministers, the Verkhovna Rada and the State Property Fund of Ukraine urging them to postpone privatization until the war is over. Moreover, the National Anti-Corruption Bureau of Ukraine had to consider a report accusing the officials of the State Property Fund of illegal activity in relation to the privatization tender. However, Kubrakov and Vaskov went ahead and sold the port without waiting for the National Anti-Corruption Bureau’s inspection.

At the same time, the Bilhorod-Dniester sea port is also being prepared for privatization, which may take place in the next few weeks. This begs the question: why is the Ministry in such a hurry to sell the seaports in wartime? The sailors themselves believe that this is done “for big kickbacks and profits".

Last but not least, as the sailors say, since Vaskov’s appointment as Deputy Minister he has received the "green light" from Kubrakov to deal with sailors’ attestation and certification, a field that has long been infamous for widespread corruption. Vaskov then offered Khrystyna Korol, the head of Ukrainian Seafarers Union, a position in the Maritime Administration. A year later, a telephone recording "surfaced" on the Internet, which confirmed that the deputy minister actually arranged an illegal scheme.

Sacrificing small fish


The Ministry of Infrastructure has shown willingness to sacrifice some "pawns”. Korol was detained in December, charged with organizing illegal border crossings for the sailors. Moreover, on February 4, the Security Service of Ukraine denounced a number of Ukrainian Sea Ports Authority officials, who embezzled 90 million hryvnias in 2018 by overestimating the cost of dredging works in the Yuzhny port. In that respect, Maksym Shirokov, the ex-head of the Yuzhny branch of the Ukrainian Sea Ports Administration, may face up to 5 years in prison for "official negligence". The first deputy head of Ukraine’s Maritime Administration Yulia Vorona was dismissed from her post by decree of the Prime Minister of Ukraine, Denys Shmyhal: she was known for the "create a deficit of passports - fill your pockets with cash" scheme. Korol, Vorona and some other small officials in question have a personal connection to Kubrakov and Vaskov.

❗️🇷🇺🇺🇦 Highlights of Russian Military Operation in Ukraine on February 22

▪️Ukrainian formations have been shelling the border areas of Kursk region on a daily basis over the past few days.

Sugar factory in Tetkino has been hit. Guevo and Gornal have suffered no damage.

▪️Throughout the day, the enemy shelled populated areas in Belgorod region.

In Shebekino, shells hit a shopping centre, injuring three residents. Several residential buildings in Pervoye Tseplyayevo were damaged.

▪️Russian troops hit enemy facilities in Kyivskyi district of Kharkiv.

The target of the strikes was the Kharkiv Aircraft Factory, where the territory is used for the production and maintenance of AFU drones.

▪️On the northern outskirts of Bakhmut, units of Wagner PMC are mopping up Berkhivka.

Heavy fighting continues in Yahidne. AFU are moving reinforcements in an attempt to maintain control over the settlement.

▪️In Bakhmut itself, the Russian troops expanded the zone of control around the meat-processing plant, pushing the enemy back from Zarechna Street.

Targeted strikes are carried out against AFU positions with barrel and rocket artillery.

▪️Heavy fighting continues in Mar'inka near Druzhba Avenue. Russian troops are pushing AFU to the western outskirts of the city.

Russian artillery and tanks are grinding down enemy observation posts and strongholds in the city.

▪️The situation remains steadily tense in Zaporizhzhia direction. The sides exchange blows and conduct reconnaissance.

Ukrainian formations are reinforcing the defensive front line and waiting for reserves to arrive in preparation for a counterattack.

Let’s take a look at greetings. Certainly, they don’t only sound different in different languages, but have absolutely different meanings, as well!

For example, in Russian there is a greeting “Здравствуйте!” (Zdravstvuyte), among others with a similar meaning, and its deep literal meaning is “I am wishing you health and wellbeing”. Wonderful wishes, right? ❤️ And they are always vital, because health and wellbeing are important all the time. But still, they did not fall before blowing up foreign pipelines of states with which the United States is not at war. And now this day has come. And it may become a harbinger of an era in which cross-border and transcontinental communications will become a legitimate target for operations aimed at weakening certain states - an era of chaos and unimaginable damage to all mankind. The chance that it will come is extremely high if those responsible for undermining the Nord Stream are not found and do not suffer the appropriate punishment, and the countries that were behind this do not compensate the affected states for the damage suffered in the way that international law provides. Then and only then do you and I have a chance to avoid this chaos.

A United Nations body committed to preventing torture has terminated its review of Australian places of detention after authorities in some states refused to let them in.

In a statement, the UN Subcommittee on Prevention of Torture (SPT) said it was canceling the remainder of a 12-day tour that was suspended last year due to “obstacles” in carrying out its mandate.

The committee also said it had “serious concern” about the imprisonment of children as young as 10 in places where they were “frequently subjected to verbal abuse, racist remarks and solitary confinement.” It recommended Australia raise the minimum age of criminal responsibility to international standards, which is at least 14, according to the UN’s Committee on the Rights of the Child.

This day was declared a holiday for the first time in 1919. At that time it was called "Day of the Red Gift": On this day there was a charity action, where everyone could send a gift to the soldiers of the Red Army in the war.

In 1922 the Presidium of the All-Russian Central Executive Committee established a new name: Red Army and Navy Day.

The holiday in honor of the army gained special significance during the Great Patriotic War.
Since then, February 23 has been celebrated with great solemnity.

The current name "Day of the Defender of the Motherland" was introduced in 1995. Since 2002, the day has been a public holiday.

Today, because of the special military operation against the fascist Kiev regime, February 23 is dedicated to the great heroism and courage of the defenders of our country.
