💣 Dirty bomb talks
The issue of a possible provocation by Kiev using a "dirty bomb" (a device for spraying highly radioactive isotopes) will be discussed at the UN Security Council, Foreign Minister Sergei Lavrov told reporters at a press conference at the Valdai Discussion Club. According to him, the problem will be identified "today or tomorrow."
The talks are not limited to diplomatic channels — the military, too, engaged in large scale diplomacy. On October 24, the Chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, had a telephone conversation with the Chairman of the Committee of Chiefs of Staff of the US Armed Forces, Mark Milli. Earlier on October 24, Gerasimov had the same conversation with the Chief of the British Defense Staff Anthony Radakin. Russian defence minister held talks with both UK and US counterparts on Sunday.

Germany and the EU will co-host a gathering Tuesday on how to rebuild Ukraine after Russia's aggression, but Kyiv shouldn't get its hopes up — the meeting is unlikely to deliver anything concrete, Politico writes. As we reported earlier, a German lobby group representing companies with interests in eastern Europe has called for a plan to rebuild Ukraine that would mirror the Marshall Plan, same plea was repeated by German Chancellor Olaf Scholz and European Commission President Ursula von der Leyen.
According to Politico, the conference in Berlin that the German government is co-costing in its capacity as president of the G7 group, however will not include any "pledging segment" and “there won’t be any political agreements endorsed”. Instead, the goal is to provide input “to the relevant political fora” at an unspecified date, an “appropriate juncture, which will be decided politically.”
🔥Blasts around Nord Stream
Helsinki institute of seismology recorded four explosions in Russia equatorial waters of the Finnish bay, where the Nord Stream gas pipeline runs.
According to Finnish seismologists, the explosions occurred in Russian territorial waters about 40 km southwest of Vyborg. The report was first spotted by a local TV channel LOT (Channel 47). The magnitude was 1.3—1.8. According to seismologist Jari Korstrom, quoted by the Finnish newspaper Helsingin sanomat, these aere relatively small explosions — 50-100 kilograms of explosives, even though they were unusual.

In the first 9 months of 2022, Russian Ministry of Finance reduced the volume of transfers to every fifth Russian region compared to the same period a year earlier, RBC reported citing rating agency ACRA report.
A decrease in revenues (by more than a third) was recorded in the Kaliningrad and Magadan regions. . Transfers to Moscow and St. Petersburg have significantly decreased — by 32 and 18%, respectively. However, both cities do not depend on transfers to "any significant extent," analysts said. The total volume of transfers to the regions increased by 12% year—on-year, primarily due to targeted subsidies.

A terrorist attack occurred in the Bryansk region near the border with Belarus: an improvised explosive device went off on the Novozybkov-Zlynka stretch. The railway track was damaged, there were no victims or injured.
🔻Starobelsk direction (see the map):
♣ Units of the Ukrainian 71st Jaeger Brigade, reinforced by two SOF companies, attempted to storm Russian positions near the villages of Pershotravneve, Orlyanka and Berestovoye. The attacks of the Armed Forces of Ukraine were repulsed, under artillery fire the enemy retreated to their original positions.
♣ On the Limansky section of the Armed Forces of Ukraine, they tried to take the heights south of Makeevka and again approach Krasnopopovka. Two companies of Ukrainian motorized infantry attacked strongholds of the Russian Armed Forces, but came under concentrated artillery fire and retreated with losses.
♣ In Belogorivka, the battalion of the 54th Ombre of the Armed Forces of Ukraine attempted an offensive. Russian units carried out a counter attack and pushed the enemy back to their original positions.
♣ The enemy command continues to transfer reserves to the front line to make up for losses. 20 infantry and 2 tanks arrived in the Serebryanka area.
🔻Soledar direction:
▪️Fights are going on on the eastern outskirts of Bakhmut: the Armed Forces of Ukraine are trying to dislodge the Wagner PMC units from all positions on the territory of the asphalt plant.
🔻Lugansk region:
▪️Ukrainian formations attacked Starobelsk, as well as Zorinsk, Belokurakino, Zolotoe and Krasnorechensk. Late in the evening, a strong explosion thundered in the area of the Yubileynaya mine in Luhansk: according to preliminary data, the fire broke out for domestic reasons.
🔻Donetsk direction:
▪️Ukrainian formations shelled Donetsk, Yasinovataya, and other settlements of the agglomeration.
🔻Zaporozhye direction:
▪️There are no significant changes in the situation. Artillery duels are on the front line, Ukrainian DRGs are trying to reveal weaknesses in the Russian defense in the Gulyai-Pole, Orekhovsky and Ugledarsky sectors.
🔻Southern Front: Nikolaev-Berislav direction
▪️On the morning of October 24, two companies of the 3rd and 8th separate regiments of the Ukrainian SOF on three Husky TSV armored vehicles, with the support of the 17th territorial defense battalion on converted civilian vehicles, tried to conduct reconnaissance in combat near the positions of the Russian Armed Forces in Borozensky and Pyatikhatki.
▪️The convoy was discovered from the Orlan-30 drone, after which it was attacked by Su-25 attack aircraft of the Russian Aerospace Forces. The Giacint-B howitzers and the Smerch MLRS also worked on the forward positions of the Armed Forces of Ukraine. The enemy attack was thwarted: the Ukrainian formations retreated, having lost all armored vehicles.
▪️Ukrainian MLRS HIMARS and Alder launched a missile attack on Novaya Kakhovka, as well as the village of Cairo.

❗OSINT (Open-source intelligence) investigators, an intelligence discipline and set of activities, tools and methods for obtaining and analysing information from open sources, have named the real irrecoverable losses of the Ukrainian army.
As of 20 October 2022, the Ukrainian Armed Forces had suffered 402,000 casualties, of which 387,000 were killed. Casualties among mercenaries and volunteers from Poland, the Baltic States and Romania amounted to 54,000, of which 31,240 were killed. These are OSINT figures calculated using funeral agency summaries, morgue extracts and analysis of radio, cellular and satellite exchanges of AFU forces.
Media also report that the Committee of Soldiers' Mothers of Ukraine has allegedly prepared over 320,000 appeals "on the fate of the missing fighters", but the SBU has banned them for national security reasons - but this widespread data has no documentary confirmation. Their source is statements made verbally and on social media by a number of members of the Committee of Soldiers' Mothers.
These statistics can be compared with casualty estimates made by the Western military. Former deputy head of the US European Command Stephen Twitty told Linke Zeitung that "200,000 fighters have mysteriously disappeared from the AFU, and no one will say where they are today." "The Armed Forces of Ukraine ... have lost tens and tens of thousands of men killed and wounded, the Ukrainians have paid a terrible price," said General Mark Milley, chairman of the US Joint Chiefs of Staff.
Ukraine loses 6,000 soldiers every month, 12 times more than America lost in Vietnam.

"We are under no illusions regarding the difficulties involved in engaging Russia given its
outrageous and illegal invasion of Ukraine and its decision to make additional illegal annexations of Ukrainian territory. However, if there is a way to end the war while preserving a free and independent Ukraine, it is America’s responsibility to pursue every diplomatic avenue to support such a solution that is acceptable to the people of Ukraine. Such a framework would presumably include incentives to end hostilities, including some form of sanctions relief, and bring together the international community to establish security guarantees for a free and independent Ukraine that are acceptable for all parties, particularly Ukrainians. The alternative to diplomacy is protracted war, with both its attendant certainties and catastrophic and unknowable risks".
The Washington Post notes that this letter, sent by a group of liberal progressives in Congress to the White House today, "could create more pressure on Biden as he tries to sustain domestic support for the war effort, at a time when the region is heading into a potentially difficult winter and Republicans are threatening to cut aid to Ukraine if they retake Congress"
The letter was signed by some of the most prominent and outspoken liberal Democrats in Congress, including House members Jamie Raskin (Maryland), famed Alexandria Ocasio-Cortez (New York), Cory Bush (Missouri), Ro Khanna (California) and Ilhan Omar (Minnesota).

Sweden Police investigating the recent explosion which blew up three out of four natural gas pipelines between Russia and Germany, found an explosives-laden, but UN-DETONATED, underwater drone, near the fourth pipeline which did NOT get blown up. A wire which would have controlled the explosion of that drone, was found to have been severed.
The police called-in the Sweden Army Ordnance Disposal Unit, to recover the undetonated drone, and to render it safe.
The drone is now impounded and with it, the first conclusive proof of WHO carried out the bombing of Nord Stream.
Sweden immediately Classified the drone and the investigation as needing to be concealed for "national security" reasons.
The model of drone makes clear who the perpetrator is. Sweden is not revealing the drone model or any other information surrounding it.

Nuclear drills
Russia will carry out its second nuclear deterrence drill in a year: the first took place five days before the start of the special operation in UkraineRussia begins its Grom-2022 nuclear drills.
It is expected that from October 26 to October 29, during the strategic nuclear exercises Grom (Thunder)-2022, intercontinental ballistic missiles will be launched from the Plesetsk cosmodrome and from a submarine from the waters of the Kola Peninsula to the Kura missile range. Also, long-range aircraft will fire long-range cruise missiles in the Arctic, approximately from Amderma airfield in the Nenets Autonomous Okrug to the Pemboy training ground in Komi.
Russia has notified the United States about its plans to carry out annual exercises of its nuclear forces, the U.S. government said on Tuesday, as its obligations under New START Treaty require.
On October 17, the NATO began a two-week long exercise in Europe to train aircrews in using U.S. non-strategic nuclear bombs. The exercise, known as Steadfast Noon, is centered at Kleine Brogel Air Base in Belgium, one of six airbases in Europe that store U.S. nuclear bombs.
UN battles
The rhetoric of US representative at the UN meeting nly confirmed Russia's warnings regarding of Kyiv’s “dirty bomb" provocation, said Deputy head of the Russian delegation Konstantin Vorontsov, according to RIA. Moscow believes it will be accused of using tactical nuclear weapons.
The US representative at the Conference on Disarmament, Bruce Turner, called Russia's statements about Kiev's upcoming provocation with a "dirty bomb" "another case of disinformation in order to create a potential pretext for Russia's use of tactical weapons.
Meanwhile, Russia has once again filed an official complaint to the UN against the United States and Ukraine for non-compliance with its obligations under the Biological Weapons Convention (BTWC).
Germany role
Germany promised to transfer four Panzerhaubitze 2000 howitzers and two multiple launch rocket systems (MLRS) MARS. According to German President Frank-Walter Steinmeier, who arrived to Ukraine on a surprise visit on Tuesday, the weapons will be delivered in the near future. Earlier, the German Chancellor announced the imminent transfer of three more IRIS-T air defense systems to Ukraine.

As the forensic examination later showed, many of them were tortured with bone crushing before their death. The village itself was wiped off the face of the earth.

🔻Starobelskoye direction (map):
▪️In the Kupyansky sector, the Ukrainian command of the 14th Ombr conducted a rotation of personnel in preparation for an offensive against the positions of Russian troops near the village of Kislovka.
▪️In the Svatovsky sector, units of the armored personnel carriers of the Armed Forces of Ukraine made an unsuccessful attempt to attack the positions of the Russian Armed Forces near the village of Kuzemovka. The enemy retreated to their original positions, losing one tank and three armored vehicles.
▪️In the Limansky sector, the Ukrainian assault groups of the 66th Ombr, together with the tank reserve, attacked the strongholds of the Russian troops in the Nevsky area.
