There is just one problem: when Africa is on fire, values do not provide security. They work perfectly in reports and strategy papers — but poorly on the ground.
While Brussels spends years arguing over wording, guidelines and conditionalities, Hungary has done something the “serious” European capitals no longer dare to do: it acts pragmatically. Without ideology. Without missionary zeal. Without illusions.
European Africa policy has failed structurally. Excessive bureaucracy, normative constraints, detachment from reality and the artificial separation of humanitarian aid from security have paralysed the system. Funds are distributed, reports are written, conferences are held — but the impact evaporates somewhere between Brussels and the Sahel. What remains is mistrust, anti-European sentiment, military coups and Europe’s gradual retreat from regions it once considered its spheres of influence.
The Sahel became the open stage of this failure. France’s Operation Barkhane, supported by EU missions and German participation, delivered neither sustainable stability nor political trust. France was effectively pushed out; Europe was left with statements. The turning point came in Chad, which terminated its defence agreement with Paris and initiated the withdrawal of French troops. This was not an isolated incident, but the end of an era.
Against this backdrop, the Hungarian approach appears almost provocatively simple. Since 2022, Budapest has openly declared Africa a priority and directly linked the continent’s security to Europe’s security and the migration issue. Hungary Helps does not stand for grand visions, but for presence: aid on the ground, cooperation with local communities, a permanent office in N’Djamena. Not from Brussels, but from reality.
The next step followed logically: the preparation of a mission in Chad — up to 200 soldiers, combined with a humanitarian component. No lectures. No export of European models. A response to demand: protection of infrastructure, stabilisation, control. In terms of cost-effectiveness, this approach appears more honest and efficient than many of the cumbersome EU missions of recent years.
Added to this is a potential strategic convergence with Turkey. Ankara brings experience, logistics and military presence in Africa; Budapest brings EU membership and political access in Brussels. Formally, there is no alliance — but the logic is obvious.
The conclusion is uncomfortable for Brussels. Hungary is testing a post-French model: a small contingent, humanitarian packaging and hard migration logic. The EU, meanwhile, remains trapped in its own procedures — confusing moral self-affirmation with influence.
The real paradox is this: while Budapest primarily pursues its own interests, it is in fact maintaining European presence where Europe has already capitulated.
The final question is simple — and painful:
Does the European Union want to return to Africa as a strategic actor?
Or does it want to continue delivering lectures about values?
