Spain has a new law on universities. This post is for prospective and current students, teachers, and those who are now looking at ways to emigrate 🧑🎓
And studying is on the list of options. The law came into force on April 12 and it is quite extensive. Let's tell you what's changed and what you need to know.
The law will allow universities to continue their educational endeavors. Part of the changes are about internal operations, which we're not as interested in. About it briefly:
• The way faculty are evaluated has changed. They will be evaluated based on qualitative and quantitative data, available publications and their impact, linguistic diversity and professional experience.
• The Erasmus exchange program has included Catalan, Basque and Galician.
• Private colleges that practice gender segregation will not be able to be assigned to a public university.
• The number of temporary contracts will be reduced from 40% to 8%. They are the main reason many faculty members feel unstable.
• Spanish universities can create «centers» or campuses abroad, where teaching counts in Spain as well.
The government wants the law to encourage people to learn new things all their lives, to help adults be in demand in the labor market. They plan to achieve this by making universities more accessible.

Where to look for vintage?
We wrote here about Els Encants and recently we discovered another market. It's Sant Antoni Sunday Market and it's a book market that opened in the middle of the last century. Every weekend, more than 300 vendors come here to exhibit their books and thousands of book lovers gather to look for something interesting. It's not just books, but also posters, stamps, magazines and other necessities. And in the nearby Sant Antoni Market you can buy fresh produce and eat tapas.
Address: Carrer del Comte d'Urgell, 1.
Working hours: Sunday 8:00 to 15:00

How Spain’s new housing law will affect those who rent here ⚡️
The law was approved in mid-April and will primarily affect renters.
Among the changes:
— A rent cap that applies even to existing leases;
— specifying the «stressed» areas where prices have risen the most;
— Realtor fees are now paid by the landlord.
Hundreds of amendments have been made to the law and it is already controversial. Let’s find out how it will affect tenants.
🖍 Limiting rent increases. The government extended the 2 percent increase ceiling to 2023, 3 percent will be in 2024.
🖍 New contracts. The cap on rent increases does not apply to any new contracts or those entered into after 2019. By the way, any increases must be communicated to the tenant in a «reliable manner, by fax or email» one month in advance of the increase.
🖍 The best part of the law. It shifts the responsibility of paying fees to the agent to the owners, not the tenants.
Prohibits charging more than what is stated in the advertisement or in the contract. For example, forcing tenants to pay utility costs or municipal fees «la comunidad».
🖍 «Stressed» neighborhoods. The law combats skyrocketing rents in high-demand neighborhoods. Local governments can now declare neighborhoods «stressed» and correct price imbalances. For example, freeze them or cap rental prices.
A neighborhood is «stressed» if:
— the cost of housing in the neighborhood exceeds 30 percent of the average net household income in the neighborhood.
— The purchase or rental price has risen at least 3 points above the CPI (Consumer Price Index) for 5 years.
What are the negative consequences?
Despite the perception that the law is made for renters, experts warn that it could lead to higher prices and hurt renters. Owners will be forced to raise rents, decide to sell properties or break contracts to enter into new ones.

Renting an apartment in Barcelona costs as much as renting two apartments in 40 provincial capitals. We must say that the authors of the calculation took the average price of 1,696€ for an 80 sq.m. apartment in Barcelona. How true does that sound to you?
News for electricians: a court in Spain has ruled that it was illegal to fire an electrician for drinking beer at work. The employer claimed that he drank more than 3 liters of beer in a day. The hearing failed to prove that the alcohol made the employee «drunk or intoxicated» to such an extent that he was unable to perform his duties. The company was ordered to return the fired man to work and pay compensation of 47,000 euros.

Renting accommodation will become safer: in Barcelona they want to ban unlicensed advertising of tourist apartments. Platforms for renting such accommodation (e.g. Airbnb) will be obliged to provide high quality data and will be subject to more thorough inspection. Already 2 million euros are allocated for such control.

If you live in Spain for more than 3 days, you know that Spanish banks love extra fees and commissions. On and off. Their most favorite fee is the 30-60€ service charge. It's charged per quarter, which means it costs about 200€ per year. Just to have a bank account! Many banks also charge money for transfers, these fees don't even have a limit. So banks can charge as much money as they want.
There are also service fees, which can be charged for every movement you make with your money. For example, for using your card abroad.
Fortunately, there are several banks in Spain that offer commission-free accounts (if certain conditions are met). Here are the best ones:
BBVA Online Current Account
This is one of the reliable banks in the country without fees, about which we wrote above. But the offer is only available for new customers and only for online opening.
Open Bank
Also all free, but only for online accounts. Plus you can withdraw cash for free from more than 7,000 ATMs.
ING: Cuenta Nómina
You can set up a payroll account here (no fees or service charges). You must have an income of at least 700€ (salary, pension or unemployment allowance included) to qualify.
Revolut Standard
The Revolut Standard account has no maintenance fees, commissions or extra charges for transfers. But since Revolut is an online bank, some plans have limits on the amount of cash withdrawals before charging a 2% withdrawal fee.
They also have a number of accounts that, while they have service fees, are much cheaper than regular banks:

Plus account: €2.99/month
Premium account: €7.99/month
Metal account: €13.99/month
EVO Smart account
EVO Smart is an online current account with no fees and no conditions, combining a current account and a savings account with an interest rate of 0.6%.
N26 Standard
With an N26 Standard account you can pay for purchases at physical and online stores, use a virtual debit card and transfer money for free. What's the catch? If you want a physical debit card you have to pay 10€ for it.
Santander's Nómina account
The Nómina online account is for young people aged 18 to 29. No fees or commissions, but you must have a regular income of 600€ or more. Otherwise, you will be charged a fee.
Sabadell Nómina account
Sabadell offers an online account with no fees, no management or maintenance fees. The debit card is also free (no issuance or maintenance fees), and although there are no requirements for regular payroll, if you transfer it here, the bank will give you a 175€ bonus.

Important things and changes in Spanish life coming as early as May 🇪🇸
May 1 is a Labor Day weekend.
May 2 is celebrated as Madrid Day. The date of the celebration relates to the anniversary of the May 2, 1808 rebellion against French troops.
Schools will be closed and there will be activities in the streets with music, dancing and theater.
May 7 is Mother’s Day, which is celebrated on the first Sunday in May. On this day it is customary to thank mothers and make small pleasant gifts and spend the day with the family.
The pilots of the Spanish airline Air Europa will hold a 4-day strike at the beginning of May (1,2,4 and 5). It will involve from 620 to 640 pilots at all Spanish airports, where Air Europa is based. Hundreds of flights are likely to be cancelled or delayed. Passengers whose flights are cancelled will be transferred to another flight on the same day.
On May 16, judges and prosecutors will go on strike. They believe that the justice system is not being resourced, with judges and prosecutors heavily burdened, affecting both the quality and speed of judicial response and the health of workers.
We recently wrote about the new housing law. It should go into effect at the end of May (around the 28th) if it gets the green light.
There will also be a municipal election on May 28.
Good news about the social security system. There will be a single national phone number to distribute appointments throughout Spain, which will replace the existing provincial numbers. There will be twice as many employees answering the phone. It will be possible to make an appointment in 28 days instead of 7 days.

The pilots of the Spanish airline Air Europa will hold a 4-day strike at the beginning of May (1,2,4 and 5). It will involve from 620 to 640 pilots at all Spanish airports, where Air Europa is based. Hundreds of flights are likely to be cancelled or delayed. Passengers whose flights are cancelled will be transferred to another flight on the same day.
On May 16, judges and prosecutors will go on strike. They believe that the justice system is not being resourced, with judges and prosecutors heavily burdened, affecting both the quality and speed of judicial response and the health of workers.
We recently wrote about the new housing law. It should go into effect at the end of May (around the 28th) if it gets the green light.
There will also be a municipal election on May 28.
Good news about the social security system. There will be a single national phone number to distribute appointments throughout Spain, which will replace the existing provincial numbers. There will be twice as many employees answering the phone. It will be possible to make an appointment in 28 days instead of 7 days.

Shall we flee the city?
Just for one day. At least to another city. For the loud «yes» and «finally» today a selection of towns within a radius of less than 100 km from the center of Barcelona. There are medieval towns, towns at the foot of the mountain, gardens, and castles.
Four sites and activities available.
Mura
There's an 11th century castle built on top of a hill with a breathtaking view of the surrounding area.
Walk through the old town, the Sant Llorenç del Munt i l'Obac Natural Park and see the Romanesque church of Santa Maria.
Monistrol de Montserrat
Visit the Monistrol de Montserrat. It is located on the top of a mountain and has a basilica and a museum with paintings by Picasso and Dali.
Take the Santa Cova cable car to the Hermitage.
Take the walking trail through Mount Montserrat.
Go to the Cercle Artístic de Monistrol museum, located in an 18th century manor house.
Arbúcies
Go to the Parque Natural del Montseny.
And to the river Riera d'Arbúcies. You can swim here and walk along the hiking trails.
Take a walk through the old town.
On the way back stop by the Marimurtra Botanical Gardens, 32 kilometers from Arbúsies. It has not only plants, but also a cool view of the Mediterranean Sea.
Sant Martí Sarroca
See the church of San Martí, built in the 12th century.
Go to the Foix Natural Park.
Visit the castle of Sant Martí Sarroca.

A reminder from Renfe 🚉
The free passes for Cercanías, Media Distancia and Rodalies trains issued for the first 4 months of the year expire May 1, which is today.
Passes for the next 4 months (until August 31) will begin to be valid today. You can buy them in the Cercanías Renfe app, if you want a Media Distancia pass, through the Renfe website. Or at stations and self-service vending machines.
📌 If you forgot (or did not know) how it works:
Although the rides are free, you have to pay a deposit of 10€ (Cercanías and Rodalies) and 20€ (Media Distancia) for the pass. If you pay by card, you can get it back afterwards if you make 16 trips in 4 months.

Statistically speaking, excess baggage fees have increased significantly in recent years. French airlines in 2019 would have charged 55€ for it, and this year it's already 75€.
To avoid worrying about luggage security, exceeding the norms of several airlines and not dream of 5-handedness, you can use a special service and send your luggage in advance. We came across a mention of this service from The Local, then we couldn't get past it.

The service is called Send My Bag. Here is a list of destinations to and from which they send luggage. There is a separate section for students.
For example, we calculated the cost of sending luggage from Spain to France. At the standard rate, the bags will take 3-4 working days to arrive. For the luggage up to 20 kg you have to pay $44, up to 30 kg — $55, and if the weight is more, then also $55, but for each kg +2,50$.
You can send bicycles, skis, boxes, bags and suitcases. You can't send anything in plastic bags and boxes, or anything with aerosols. The list of prohibited items depends on the country.
