VENEZUELA: MADURO PROMISES A 'REVOLUTION' OF JUSTICE AND PRISON SYSTEM
As is common in prisons throughout the region, the state does not exercise control over all facilities, with organized crime inside the prisons often controlling access to basic services.

The historic landmark's commemorations began Thursday at midnight with fireworks, followed by a formal ceremony at Caracas's National Pantheon to pay tribute to Simón Bolívar. Defense Minister Vladimir Padrino López stated that Venezuela would continue to be an "example of dignity" in the struggle for sovereignty amidst foreign aggressions.
Likewise, a traditional civic-military parade took place in the Carabobo Battlefield, located in Carabobo state, where the historic battle occurred 200 years ago. President Nicolás Maduro stressed how Carabobo was key to “end 300 years of Spanish rule.”

A COUNTERHEGEMONIC APPROACH TO HUMAN RIGHTS: A CONVERSATION WITH ANTONIO GONZÁLEZ PLESSMANN
The unilateral coercive measures pushed forth by the US and the European Union are antithetical (in a structural sense) to the defense of human rights. Their impact on the population is devastating and criminal, and they are aimed at triggering a change of government in Venezuela. Thus the sanctions violate Venezuela’s right to self-determination.
Despite many internal contradictions and tensions, Venezuela was attempting to build a democratic society as an alternative to capitalism – and to do so from a Latinamericanist perspective. That is to say, with independence from the United States. This is something that imperialism had to punish: what is happening today cannot be understood apart from that earlier conflict.

US, EU, CANADA IMPOSE CONDITIONS FOR POSSIBLE SANCTIONS 'REVIEW'
The United States, European Union and Canada have announced a series of conditions Venezuela must meet in order for them to “review” their sanctions regimes.
The move is the first joint effort by the three powers to publicly pressure the Latin American country. It is likewise the first time the Biden administration has broken with his predecessor’s rhetoric and hinted at a potential policy change, while also backtracking on previous claims that “irreversible changes” from Caracas were necessary for sanctions relief.

US, EU, CANADA IMPOSE CONDITIONS FOR POSSIBLE SANCTIONS 'REVIEW'
In a declaration signed on Friday, US Secretary of State Antony Blinken, EU High Representative for Foreign Affairs Josep Borrell and Canada’s Minister of Foreign Affairs Marc Garneau committed to “review” unilateral coercive measures should the Nicolás Maduro government demonstrate “meaningful progress” in a “comprehensive negotiation” with the opposition.
In the statement, the global powers also demanded that “international standards for democracy” be implemented in both the upcoming November 21 local and regional elections as well as new parliamentary and presidential elections. The foreign policy representatives went on to call for the “unconditional release” of detained opposition activists, the “independence” of political parties, freedom for the press and an end to “human rights abuses.”

TALES OF RESISTANCE: VENEZUELA AND THE HANDKERCHIEF TRADESMAN
Last weekend I read a study that said that private sector wages start at $70 and in most cases surpass $100 a month. Maybe this explains why when I go shopping the queues are mostly in the dollar check-out, whereas the bolívar ones are empty, and it also explains why it’s so hard to keep people in the public sector.
But the deep inequality that has taken hold of the country goes beyond this disparity. For example, I often do little jobs for clients abroad and get paid via PayPal or with cryptocurrencies, some of the few channels that are safe from the US blockade. As a result, I’ve had to become an expert in finding stores that accept these payment methods, as they are not so widespread in Caracas.

VENEZUELA'S SOCIALISTS GEAR UP FOR PRIMARY ELECTIONS AHEAD OF REGIONAL VOTE
The winners of this first stage will now be vetted by the PSUV before running in a subsequent primary process on August 8. The final results have yet to be announced by the PSUV, with a number of local UBChs denouncing irregularities in the process. The ruling party will also make room for candidates from other parties that form part of the Great Patriotic Pole (GPP), a coalition of pro-government parties and movements that run on a joint ticket in elections.
The primary elections are being viewed by the party leadership as part of an effort to reinvigorate the grassroots, affording them the space to directly choose candidates, a departure from the opaque, top-down process used by the party in recent elections.
