VENEZUELA RELINQUISHES STAKE IN DOMINICAN REFINERY, RECLAIMS DEBT

Following the swap, the Dominican government bought the Refidomsa shares from PATSA “for the same agreed price,” a reported US $88.1 million, to own the enterprise entirely.

The agreed compensation fell well short of the $135 million PDVSA paid in 2010, under former President Hugo Chávez’s government. The 49 percent stake had been acquired as part of the Chávez-led regional integration program PetroCaribe, which provided crude at preferential prices to Caribbean countries to boost development. As part of the agreement with Refidomsa, Venezuela would process its heavy crude in the Dominican 34,000 barrel per day (bpd) refinery. The partnership ended in 2015 after a global oil price drop forced Venezuela to wind down its project.

The Cota 905 gang (or one of its bosses) had begun to develop an idea about not only functioning like a company but also as a social movement. It was looking to bring together all the gangs in Caracas to pressure the government to negotiate certain conditions, a kind of criminal syndicate, a union of the outlaws of Caracas.

This idea had nothing to do with business or profitability, which, in fact, are contradictory objectives... Perhaps that's what caused the gang to fail [in its confrontation with the police]. Maybe the Cota 905 gang expected a response from their allies and believed that the government wouldn’t dare to do what it did.

Venezuelan President Nicolás Maduro has declared a 90-day state of emergency after heavy rains and floods left several dead and thousands affected, mainly in the country's western region.

“This emergency decree greenlights all logistical and financial operations” primarily in the states of Apure, Bolívar, Yaracuy, Zulia and Mérida, the hardest hit by the rainfall that triggered mudslides and flooded communities, said Maduro during a televised address on Wednesday.

VENEZUELA DETAILS SUFFERING CAUSED BY US SANCTIONS IN REPORT TO ICC

The government of Nicolás Maduro asked the ICC to open an investigation into alleged crimes against humanity committed by the government of the United States of America against Venezuela through the use of unilateral coercive measures, commonly referred to as sanctions, on February 13, 2020. The investigation is presently in “phase 2” where the ICC prosecutor will determine if there is a legal basis for a full enquiry.

As part of her presentation, Rodríguez demonstrated statements by US institutions and officials that she deemed “confessions” that served as proof that officials knew that the measures would have a negative impact on the civilian population.

VENEZUELA: THOUSANDS AFFECTED BY FLOODS, MADURO DECLARES 90-DAY EMERGENCY

According to the last report by the Minister of Internal Relations, Justice and Peace, Admiral Remigio Ceballos, there are 54,543 people and more than 14,000 families affected in 87 municipalities spanning eleven states.

Ceballos detailed that 12,649 officials “specialized in search and rescue” operations from Civil Protection (PC), the fire brigade and the Simón Bolívar Humanitarian Task Force were deployed to the troubled areas. Likewise, the armed forces’ regional commands have been mobilized in the worst-hit areas.

Additionally, authorities have distributed 313 tonnes of food, medicine, water and household goods to assist the population.

Apart from thousands of bi-national residents, the 2219-km border is home to a number of smuggling groups which have traditionally taken advantage of price disparities between both Colombian and Venezuelan goods and currencies to generate large profits.

One of the main products smuggled out of Venezuela historically has been government-subsidized fuel. According to Venezuela’s Attorney General Tarek William Saab, authorities have confiscated over 113,000 liters of fuel in anti-smuggling efforts so far this year.
