VENEZUELAN GOVERNMENT, GUAIDÓ OPPOSITION RESUME CONTENTIOUS NEGOTIATIONS IN MEXICO

The Venezuelan government and opposition fractions held a second round of negotiations in Mexico City over the weekend.

The four-day talks were reportedly mediated by Mexico, Norway, the Netherlands and Russia, and build on a “constructive” initial workgroup established in August, in which both parties signed a Memorandum of Understanding.

CHINA'S CNPC SET TO JUMPSTART JPINT OIL VENTURES IN VENEZUELA

CNPC is looking to boost operations at Sinovensa, Sinovenezolana I and II, Petrourica and Petrozumano, its joint ventures with PDVSA in the eastern Orinoco Oil Belt and western Venezuela. The report adds that the Chinese company is currently contacting local service providers to begin ramping up production, however, no procurements or contracts have been signed.

The stage of these purported preliminary steps and the timeline to restart the oil projects are currently unknown. At the time of writing, neither CNPC nor PDVSA have released statements.

CAPE VERDE CONSTITUTIONAL COURT APPROVES EXTRADITION OF VENEZUELAN ENVOY ALEX SAAB

Cape Verde's Constitutional Court ruled that Venezuelan government envoy Alex Saab should be extradited to the United States.

In a 190-page ruling issued on Tuesday, the three-judge panel dismissed the defense’s motion that lower instances and the Supreme Court had erred in allowing unconstitutional practices in Saab’s proceedings.

VENEZUELAN GOVERNMENT, GUAIDÓ OPPOSITION RESUME CONTENTIOUS NEGOTIATIONS IN MEXICO

On Monday evening, government representative Jorge Rodríguez announced the signing of two “partial agreements,” claiming that they “had done it again in Mexico.”

The first agreement, he informed, concerned joint efforts to “defend Venezuela’s inalienable sovereignty over the [disputed] Essequibo strip” which Guaidó had allegedly offered to bargain away in exchange for political support from the UK in 2019. The second one was to “defend Venezuela’s economy” and increase social coverage for the Venezuelan people, especially in the fight against Covid-19 and hunger. While Rodríguez did not offer details, he did suggest that funds for this social coverage would come from the liberation of frozen or seized Venezuelan assets abroad.

VENEZUELA RECEIVES FIRST BATCH OF COVAX DOSES, PREPARES FOR IN-PERSON CLASSES

Venezuela received its first shipment of Covid-19 vaccine doses through the United Nations’ COVAX program following months of delay.

The Pan American Health Organization (PAHO) informed in a statement that the South American country "has received 693,000 doses of the Covid-19 vaccine manufactured by China's Sinovac Biotech." The delivery took place on September 7 at the Simón Bolívar International Airport in La Guaira state and was welcomed by Venezuelan health authorities.

THE THREE-ACT TRAGICOMEDY OF THE VENEZUELAN OPPOSITION

The history of the Venezuelan opposition since the arrival of Hugo Chávez’s Bolivarian Revolution has been one of gaffes, violence, infighting and shortsightedness.

While the corporate media has done its utmost to cheer on US-backed sectors and blame their failures on unsubstantiated claims that the game is “rigged,” the fact is that anti-Chavismo’s shortcomings spring from its very nature. The opposition’s leaders stem from a well of racist elitism that saw running the country as a birthright taken away by a low-class “populist” in 1999. Add to that their eternal umbilical cord to Washington, and the result has been a constant misreading of Venezuelan reality.

In response, the defense team expressed that the “matter was not closed” and the issue would need to be revisited by the country’s Appeals Court.

High-profile Nigerian attorney Femi Falana, a counsel for the defense, told Bloomberg that the judgement was influenced by “political considerations” and that Saab’s lawyers would ask for a “review of the judgment.”

The Venezuelan government has denounced a move by its Colombian counterpart to take over Monómeros Colombo-Venezolanos, S.A.

On September 3, Colombia’s Corporation Superintendency issued a resolution to assume control of Monómeros, a subsidiary of Venezuela’s state petrochemical company Pequiven with extensive operations in the Colombian cities of Barranquilla and Buenaventura.

Likewise, the international health agency clarified that this is the first of several shipments to deliver a total of 12,068,000 doses— between China’s Sinovac and Sinopharm shots— that Caracas purchased via the COVAX mechanism last April. The statement added that the Venezuelan resources “have also been utilized to maintain the cold chain and ensure that vaccines are stored correctly” as well as “to procure syringes and other supplies.”

Although the dates for the next shipments remain unknown, PAHO’s Health Emergencies Director Ciro Ugarte said that the organization will look to "prioritize Venezuela in the access to vaccines.” During his weekly press conference, the official added that the next round would consist of an unspecified amount of Sinopharm doses.

Chávez made democracy “participative” and “protagonic.” I think I can summarize this idea by saying that the concept of popular participation is not limited to electing officials or representatives every so often. Instead, democracy is expanded so that institutions such as referendums, social movements, communal organizations, and the right to demonstrate can influence the decision-making by those in power.

The announcement drew an angry rebuke from Caracas. In a statement, Economy Vice President and Oil Minister Tareck El Aissami called the proposed takeover a “flagrant theft of a Venezuelan asset.”

“The Venezuelan government condemns and rejects this aggression against the country by the [Colombian] Iván Duque government in collusion with corrupt Venezuelan right-wing mafias,” the communique read. Caracas accused Bogotá of attempting to “torpedo” the ongoing negotiations between the Nicolás Maduro administration and the US-backed opposition.
