VENEZUELA: OPPOSITION LEADER GUAIDÓ UNDER FIRE OVER ALLEGED $1.3 BILLION SETTLEMENT

Venezuela’s self-proclaimed “Interim President” Juan Guaidó has drawn severe criticism over a reported agreement to pay US $1.3 billion to US corporation ConocoPhillips.

The alleged settlement was revealed in a report by Delaware District Court-appointed “Special Master” Robert B. Pincus on a proposed “sale procedure” of Venezuelan assets to meet creditor demands.

ITALIAN COURT REJECTS EXTRADITION OF FORMER VENEZUELAN OIL MINISTER RAFAEL RAMÍREZ

The decision overruled a previous favorable opinion for Ramírez's extradition by the Rome Appeals Court Attorney General, Roberto Cavallone. In early July, the Italian prosecutor argued that there were "no elements to indicate that the pending judicial process amounts to persecution for political reasons [or that] the procedure will not respect the accused's fundamental rights."

However, Ramírez’s lawyers called on the Italian authorities to reject Cavallone’s recommendation on the grounds that the former minister would face “political persecution” if sent back to Venezuela.

The Community of Latin American and Caribbean States (CELAC) held its sixth presidential summit in Mexico City on September 18. It was attended by eighteen heads of state, two vice presidents and a plethora of delegations from all member countries except Brazil, which excluded itself from the body in 2020.

Simply put, the summit turned out to be a harsh setback for the political set-up that Trump had designed for Latin America.

For his part, Guaidó released a statement denying the $1.3 billion deal, stating that the court’s document is “mistaken.” “The interim government has not signed any payment agreement with ConocoPhillips. There are no contracts in progress for the sale, sale process or share relinquishing from PDVSA, PDV Holding and/or CITGO with ConocoPhillips or other creditors,” it read.

However, both the alleged under-the-table agreement and its denial were condemned by analysts and opposition supporters alike. Economist Francisco Rodríguez blasted the right-wing politician for his handling of Venezuela’s assets abroad and the lack of transparency in his dealings with creditors.

TENSIONS RISE AT THIRD ROUND OF STALLED GOVERNMENT-OPPOSITION NEGOTIATIONS IN MEXICO

The Venezuelan government and US-backed opposition held a third round of talks in Mexico City over the weekend amid increasing friction.

The weekend negotiations followed “fruitful” encounters in August and early September. Following previous sessions, the two parties signed a Memorandum of Understanding, opposition politician Freddy Guevara was released from prison, a number of hardliners signed up to participate in the upcoming November 21 elections and US $5.1 billion was transferred to the country’s international reserves by the International Monetary Fund.

💚♀️ Venezuelan feminist movements and allied organizations marched in Caracas demanding abortion decriminalization and women's reproductive and sexual rights.

The feminist collectives, gathered in the #RutaVerde campaign, took off from Morelos square to the National Assembly, where they were received by deputies from the social development committee.

In the meeting, the feminist activists presented a document explaining why abortion criminalization is a public health issue that must be included in the country's 2021-2022 legislative agenda.

The organizations likewise proposed a national abortion debate "based on human rights" and advance towards new legislation that guarantees safe and legal abortion for women.

Abortion in Venezuela is illegal, with the sole exception of a woman's life being at risk. As a result, women resort to backstreet procedures, the majority in unsanitary conditions.

Abortion pills are among the safest and most common ways to terminate a pregnancy, but these can cost up to US $220 in the black market, which makes them inaccessible for poor women in a country that has an ongoing economic crisis.

Despite being illegal, a number of grassroots organizations provide free information and advice to women seeking to terminate their pregnancies. Feminist collectives @entintavioleta and @faldasr spearheaded this year's #RutaVerde campaign for abortion decriminalization and were joined by over 60 organizations and women's rights activists from across the Caribbean country.

Inspired by recent advances in the region, the feminist movements have pledged to continue the mobilization.

Following the third session, Norwegian mediators published a joint statement on Monday in which both parties committed to “establish consultations with diverse international and national political and social actors to set up (...) an efficient mechanism for participation.” While further details of the agreement are not clear, the talks were reportedly due to focus on “returning institutional order” to the country, especially in judicial areas and the rule of law. No date was set for the next round.

For his part, President Maduro, who is not participating directly in the talks, claimed that both sides were “advancing towards a permanent and stable peace” on Monday night.

Venezuelan feminist movements marched in Caracas to demand abortion decriminalization.

The mobilization held on Tuesday was organized by the “Ruta Verde” platform, which brings together women’s rights organizations, collectives and activists from across the country. Carrying “Legal abortion now” banners, demonstrators went from Morelos square in Bellas Artes to the National Assembly (AN), where they presented a document with three demands.

EU TO SEND OBSERVATION MISSION TO VENEZUELA FOR REGIONAL ELECTIONS

The European Union (EU) has accepted an invitation from Venezuela’s National Electoral Council (CNE) to observe regional elections due to be held in November, EU High Representative for Foreign Affairs Josep Borrell confirmed Wednesday.

"An unprecedented electoral process will take place, with the concurrence of the majority of political forces for the first time in recent years, to elect more than 3,000 regional and municipal representatives in Venezuela," said Borrell in a statement.

The movements’ spokespeople were received by deputies from the AN’s social development and family committees, who agreed to establish an agenda focused on women's reproductive and sexual rights. A follow-up meeting was scheduled for October 13.

“What we are asking is the decriminalization of abortion, which is punished in all its forms, with the sole exception of a woman’s life being at risk, but without taking into consideration women’s overall health, cases of rape, incest or the fetus inviability,” Daniela Inojosa from the Tinta Violeta feminist collective told Venezuelanalysis.

Iraida Vargas and Mario Sanoja are not detached social scientists, indifferent to what they investigate. EU TO SEND OBSERVATION MISSION TO VENEZUELA FOR REGIONAL ELECTIONS

The EU mission is expected to add further legitimacy to the upcoming “mega” elections after frequent, unfounded accusations of fraud by Washington and Brussels. The European bloc previously observed elections in the South American country in 2005 and 2006 and sent an “exploratory mission” to Venezuela in July to assess the viability of an new observation mission.

Previous elections that did not count on a EU mission were nonetheless declared free and fair by a number of international actors, including the Latin American Council of Electoral Experts (CEELA), which has once again announced that it will send a delegation to Venezuela in November.

VENEZUELA: MONETARY RECONVERSION HIT HARD BY CURRENCY SPECULATION

Venezuela’s national currency has devalued by over a quarter as the government rolls out a monetary reconversion.

On October 1, the digital bolívar (BsD) replaced the sovereign bolívar (BsS), knocking out six zeroes from its predecessor (1 BsD = 1,000,000 BsS). The two legal tenders will coexist in the coming weeks as the newly minted bills from 5 to 100 BsD, as well as a 1 BsD coin, begin to circulate.

VENEZUELA: MONETARY RECONVERSION HIT HARD BY CURRENCY SPECULATION

The imminent redenomination led to a currency speculation drive, with the black market rate going from 4 million to 4.8 million BsS, or 4.8 BsD, per 1 US dollar in the past week. The exchange value went up further to 5.14 BsD on its first day, meaning that the Venezuelan currency lost 28.5 percent of its value in ten days.

Social media users and analysts decried the speculative frenzy, with Economy Vice Minister William Castillo calling it a “political operation” and blasting opposition commentators who justify “attacks against the economy.”

VENEZUELA: US-BACKED GUAIDÓ FAILS TO SHOW UP IN COURT FOR $8.5 BILLION CONOCOPHILLIPS DISPUTE

A federal court in Washington, D.C. reportedly greenlighted oil giant ConocoPhillips to enforce a US $8.5 billion arbitration award against Venezuela. According to documents published by Law360, Venezuela was declared in “default” after self-proclaimed “Interim President” Juan Guaidó’s lawyers failed to respond to the court in over a year.

Washington’s recognition of Guaidó’s self-proclamation in January 2019, saw the politician be handed control of a number of Venezuela’s assets abroad as well as assume the country's legal representation before US courts. However, the hardline leader has been harshly criticized for failing to protect enterprises from creditors and award claimants looking to use shares to collect.
