Following the third session, Norwegian mediators published a joint statement on Monday in which both parties committed to “establish consultations with diverse international and national political and social actors to set up (...) an efficient mechanism for participation.” While further details of the agreement are not clear, the talks were reportedly due to focus on “returning institutional order” to the country, especially in judicial areas and the rule of law. No date was set for the next round.
For his part, President Maduro, who is not participating directly in the talks, claimed that both sides were “advancing towards a permanent and stable peace” on Monday night.

The European Union (EU) has accepted an invitation from Venezuela’s National Electoral Council (CNE) to observe regional elections due to be held in November, EU High Representative for Foreign Affairs Josep Borrell confirmed Wednesday.
"An unprecedented electoral process will take place, with the concurrence of the majority of political forces for the first time in recent years, to elect more than 3,000 regional and municipal representatives in Venezuela," said Borrell in a statement.

The European bloc previously observed elections in the South American country in 2005 and 2006 and sent an “exploratory mission” to Venezuela in July to assess the viability of an new observation mission.
Previous elections that did not count on a EU mission were nonetheless declared free and fair by a number of international actors, including the Latin American Council of Electoral Experts (CEELA), which has once again announced that it will send a delegation to Venezuela in November.

Venezuela’s national currency has devalued by over a quarter as the government rolls out a monetary reconversion.
On October 1, the digital bolívar (BsD) replaced the sovereign bolívar (BsS), knocking out six zeroes from its predecessor (1 BsD = 1,000,000 BsS). The two legal tenders will coexist in the coming weeks as the newly minted bills from 5 to 100 BsD, as well as a 1 BsD coin, begin to circulate.

In recent weeks, social media in Venezuela has been “on fire” because a number of artists and influencers, some foreign and some Venezuelan, declared that the country’s situation has “improved dramatically” in the past few years.
We should not go from one extreme -- where the “catastrophe” was taken out of proportion to lobby for foreign intervention -- to another where everything is “fine” because a youtuber bought a cute house on the beach. When it comes to Venezuela, no 15-minute video will be enough to grasp reality. Still, we appreciate the effort.

Its initial focus was on culture and sports, and even today basketball and breakdance tournaments continue to be important for Otro Beta. However, the project’s new emphases are technical education and counseling for victims of machista violence. Through a variety of approaches, Otro Beta has always sought to bring the barrio youth away from the dead-ends that capitalism imposes on them. It aims to incorporate them into the new horizons of personal and collective development that the Bolivarian Revolution has opened up. Today Otra Beta has almost three hundred cells or “confluence points” and eight Socialist Endogenous Development Nuclei spread throughout the country.
