“Whoever’s insight Allāh blinds, even if he stands in front of lights of Truth, he won’t see them.

Ibn Abbās and a group of Companions of the Prophet ﷺ narrated that
وَلَكِنْ حَكَى السُّدِّيُّ، عَنْ أَبِي صَالِحٍ، وَأَبِي مَالِكٍ، عَنِ ابْنِ عَبَّاسٍ، وَعَنْ مُرَّةَ، عَنِ ابْنِ مَسْعُودٍ، وَعَنْ نَاسٍ مِنَ الصَّحَابَةِ أَنَّهُمْ قَالُوا:

When Iblīs was sent out of Paradise,
أُخْرِجَ إِبْلِيسُ مِنَ الْجَنَّةِ،

And Ādam was accommodated therein, Ādam was alone in Paradise and did not have a partner from whom he could get tranquility.
وَأُسْكِنَ آدَمُ الْجَنَّةَ فَكَانَ يَمْشِي فِيهَا وَحْشًا، لَيْسَ لَهُ فِيهَا زَوْجٌ يَسْكُنُ إِلَيْهَا

He slept for some time,
فَنَامَ نَوْمَةً

And when he woke up, he saw a woman whom Allāh had created from his ribs.
فَاسْتَيْقَظَ وَعِنْدَ رَأْسِهِ امْرَأَةٌ قَاعِدَةٌ خَلَقَهَا اللَّهُ مِنْ ضِلْعِهِ،

So he asked her, “Who are you?”
فَسَأَلَهَا مَنْ أَنْتِ؟

She replied, “A woman.”
قَالَتْ: امْرَأَةٌ.

He asked: “Why have you been created?”
قَالَ: وَلِمَا خُلِقْتِ؟ .

She said: “So that you could find comfort in me.”
قَالَتْ: لِتَسْكُنَ إِلَيَّ.

The angels, trying to find out the extent of his knowledge, asked him: “What is her name O Ādam?”
فَقَالَتْ لَهُ الْمَلَائِكَةُ يَنْظُرُونَ مَا بَلَغَ مِنْ عِلْمِهِ: مَا اسْمُهَا يَا آدَمُ.

He replied, “Hawā (Eve).”
قَالَ: حَوَّاءُ.

They asked “Why was she named Hawā?”
قَالُوا: وَلِمَ كَانَتْ حَوَّاءَ؟

He replied, “Because she was created from something living.”
قَالَ: لِأَنَّهَا خُلِقَتْ مِنْ شَيْءٍ حَيٍّ.

When I come across one I have not seen before it is as though I have come across a treasure.
وإذا رأيت كتابًا لم أره فكأني وقعت على كنز،

And I have looked at the catalogue of books donated to the institution of higher education,
ولقد نظرت في ثبت الكتب الموقوفة في المدرسة النظامية؛

And it contained around six thousand volumes,
فإذا به يحتوي على ستة آلاف مجلد،

And at the index of the books of Abū Hanifah,
وفي ثبت كتب أبي حنيفة،

And al-Humaydī,
وكتب الحميدي،

And the books of our Shaykh Abdul-Wahhāb,
وكتب شيخنا عبد الوهاب،

And Ibn Nāsir,
وابن ناصر،

And those of Abī Muḥammad ibn al-Shakhkhāb,
وأبي محمد الشخاب،

And they were most numerous,
وكانت أحمالًا،

And every other book I could get my hands on,
وغير ذلك من كل كتاب أقدر عليه،

And if I said: I have read twenty thousand volumes, it would actually be more than that.
ولو قلت: إني طالعت عشرين ألف مجلد، كان أكثر

And I am still studying.

Kharashah ibn Al-Hurrī reported:
أَخْبَرَنَا الشَّرِيفُ أَبُو الْفَتْحِ الْعُمَرِيُّ , أنبأ عَبْدُ الرَّحْمَنِ بْنُ أَبِي شُرَيْحٍ الْهَرَوِيُّ , أنبأ أَبُو الْقَاسِمِ الْبَغَوِيُّ , ثنا دَاوُدُ بْنُ رُشَيْدٍ , ثنا الْفَضْلُ بْنُ زِيَادٍ , ثنا شَيْبَانُ , عَنِ الْأَعْمَشِ , عَنْ سُلَيْمَانَ بْنِ مُسْهِرٍ , عَنْ خَرَشَةَ بْنِ الْحُرِّ قَالَ:

A man bore witness to ‘Umar Ibn Al-Khattāb (may Allāh be pleased with him)
شَهِدَ رَجُلٌ عِنْدَ عُمَرَ بْنِ الْخَطَّابِ رَضِيَ اللهُ عَنْهُ بِشَهَادَةٍ ,

So ‘Umar said to him: “I do not know you, but it does not matter that I do not know you. Bring me someone who does know you.”
فَقَالَ لَهُ: \" لَسْتُ أَعْرِفُكَ , وَلَا يَضُرُّكَ أَنْ لَا أَعْرِفَكَ , ائْتِ بِمَنْ يَعْرِفُكَ \" ,

A man among the people said: “I know him.”
فَقَالَ رَجُلٌ مِنَ الْقَوْمِ: أَنَا أَعْرِفُهُ ,

‘Umar asked: “What do you know about him?”
قَالَ: \" بِأِيِّ شَيْءٍ تَعْرِفُهُ؟ \"

He said: “He is of good character and is virtuous.”
قَالَ: بِالْعَدَالَةِ وَالْفَضْلِ ,

‘Umar asked: “Is he your neighbour who you know by night and by day, and you know when he comes in and goes out?”
فَقَالَ: \" فَهُوَ جَارُكَ الْأَدْنَى الَّذِي تَعْرِفُ لَيْلَهَ وَنَهَارَهَ , وَمَدْخَلَهُ وَمَخْرَجَهُ؟ \"

The man said: “No.”
قَالَ: لَا،

‘Umar asked: “Did he have any financial dealings with you which is the way to know whether he is God-fearing or not?”
قَالَ: \" فَمُعَامِلُكَ بِالدِّينَارِ وَالدِّرْهَمِ اللَّذَيْنِ بِهِمَا يُسْتَدَلُّ عَلَى الْوَرَعِ؟ \"

The man said: “No.”
قَالَ: لَا،

‘Umar then asked: “Has he been your companion on a journey, which is the best way to know whether he is of noble character and attitude?”
قَالَ: \" فَرَفيِقُكَ فِي السَّفَرِ الَّذِي يُسْتَدَلُّ عَلَى مَكَارِمِ الْأَخْلَاقِ؟ \"

The man said: “No.”
قَالَ: لَا،

So ‘Umar said: “Then you do not know him.”
قَالَ: \" لَسْتَ تَعْرِفُهُ \"

“And their father was righteous...” [Al-Kahf: 82]

Ibn `Abbās (may Allāh be pleased with him) said, “They were protected by the righteousness of their father.”
قَالَ ابْنُ عَبَّاسٍ: حُفِظَا بِصَلَاحِ أَبَوَيْهِمَا.

Sa'īd ibn al-Mūsāyab said, “I pray, then when I remember my child, I increase in my prayers.”
قَالَ سَعِيدُ بْنُ الْمُسَيَّبِ: إِنِّي لَأُصَلِّي فَأَذْكُرُ وَلَدِي فَأَزِيدُ فِي صَلَاتِي.

وَرُوِّينَا عَنْ أَسَدِ بْنِ مُوسَى عَنْ بَكْرِ بْنِ خُنَيْسٍ عَنْ ضِرَارِ بْنِ عَمْرٍو عَنْ مُحَمَّدِ بْنِ سِيرِينَ قَالَ

“A group of people left the study of knowledge and the gatherings of scholars and took up praying and fasting until the skin on their bones became dry.
إِنَّ قَوْمًا تَرَكُوا طَلَبَ الْعِلْمِ وَمُجَالَسَةَ الْعُلَمَاءِ وَأَخَذُوا فِي الصَّلَاةِ وَالصِّيَامِ حَتَّى يَبِسَ جِلْدُ أَحَدِهِمْ عَلَى عَظْمِهِ

Then they went against the Sunnah and were destroyed, spilling the blood of the Muslimīn.
ثُمَّ خَالَفُوا السُّنَّةَ فَهَلَكُوا وَسَفَكُوا دِمَاءَ الْمُسْلِمِينَ

I swear by Allāh, no one does an action upon ignorance except what he corrupts is more than what he rectifies.”
فَوَالَّذِي لَا إِلَهَ غَيْرُهُ مَا عَمِلَ أَحَدٌ عَمَلًا عَلَى جَهْلٍ إِلَّا كان يفسد أكثر مما يصلح

Husayn ibn 'Uqbah reported that Ibn Mas'ūd (may Allāh be pleased with him) said:

The question [paraphrased]: Some people who worked in the Saudi Arabian Embassy in Pakistan fasted with the Kingdom of Saudi Arabia, and some others fasted along with the people in Pakistan (as there is a difference in when each country began their fast). Which one should the people fast with (the local moonsighting or the global)?
أما ما أشرتم إليه من أن بعض الموظفين في السفارة السعودية في باكستان صام مع المملكة، والبعض منهم صام مع أهل البلد بالباكستان بعد المملكة بثلاثة أيام، وسؤالكم عن الحكم في ذلك فقد فهمته.

The answer:
والجواب:

The evidence from the religion indicates,
الظاهر من الأدلة الشرعية

Every person who is established in a land, then he fasts along with the people in that land when they fast.
هو أن كل إنسان يقيم في بلد يلزمه الصوم مع أهلها؛

The Prophet ﷺ said: “The fasting begins the day you all fast, and the Day of fiṭr is the day you all break your fast and the Day of Aḍḥá is the day you all slaughter.” [Tirmiḏī #697, Ibn Mājah #1660]
لقول النبي صلى الله عليه وسلم: «الصوم يوم تصومون، والإفطار يوم تفطرون، والأضحى يوم تضحون (رواه الترمذي) »

And also due to what is known from the Sharīʿah of the order to stick together and the warning against differing.
ولما علم من الشريعة من الأمر بالاجتماع والتحذير من الفرقة والاختلاف،

The phases of the moon are different for each country (some of the countries have different moon-sightings) as expounded upon by Shaykh al-Islām Ibn Taymiyyah, may Allah have mercy on him.
ولأن المطالع تختلف باتفاق أهل المعرفة كما قاله شيخ الإسلام ابن تيمية رحمه الله،

Thus the people who had started their fast along with the people in Pakistan are more correct and closer to the truth than those who fasted along with those in Saudiyyah (there was a difference in the sightings that year).
وبناء على ذلك فالذي صام من موظفي السفارة في الباكستان مع الباكستانيين أقرب إلى إصابة الحق ممن صامه مع السعودية؛

Due to the distance that is between these two countries and the fact that they can have possibly two different sightings of the moon.
لتباعد ما بين البلدين ولاختلاف المطالع فيها،

And there is no doubt that the fasting of the Muslims all together with one sighting or continuing to count Shaʿbān until you reach 30 (days) all the Muslims together no matter what country you are in, this is what is better due to the generality of the evidences.
ولا شك أن صوم المسلمين جميعا برؤية الهلال أو إكمال العدة في أي بلد من بلادهم هو الموافق لظاهر الأدلة الشرعية،

However when that is not possible then the closest and best thing to do is to do what I mentioned previously,
ولكن إذا لم يتيسر ذلك فالأقرب هو ما ذكرنا آنفا،

And Allah is the One responsible for granting success.

Sulaymān ibn Ishāq reported that Ibrāhīm al-Harbī said:
