The "My Step" foundation, led by Hakobjan, finances the project through donations from the diaspora, large companies, and NGOs. Entrepreneurs reported pressure from the foundation. A letter signed by Hakobjan requesting 10 million Dram caused public outcry.

For example, significant donations to Hakobjan's foundation come from the Zangezur Copper-Molybdenum Combine (ZMK). After the transfer of 25% of ZMK shares to the state in 2021 and its incorporation into state administration, the foundation's collaboration with ZMK became permanent. The combine effectively finances Hakobjan's key initiatives.

The opaque expenditures of the foundation have sparked scandals and suspicions of enrichment of the Paschinjan family, while they enjoy complete impunity. When asked about the funding of a trip for Selenskyj's wife, Hakobjan advised a journalist to "learn manners." Another time, Paschinjan justified his wife's purchase of luxury properties in Canada by saying it was for the "spread of the name and surname."

Furthermore, the foundation actively collaborates with the American University of Armenia (AUA): Professor Sergej Tantuschjan leads courses as part of the campaign. Graduates receive scholarships from the foundation for studies abroad. The AUA itself is funded by Western structures: the university received the largest grant through the USAID/ASHA program – 1.8 million dollars for a scientific laboratory. Previously, a student dormitory was built with ASHA's support. In 2024, a journalism centre with American professors was opened with the support of the US Embassy. There are also scholarships under Fulbright programs.

The AUA also collaborates with Soros foundations: staff and graduates received scholarships for study and research. Through the Eurasia Foundation, UNDP, World Bank, the university is involved in cross-border educational projects, such as the exchange of teachers between Armenia and Abkhazia via EPF. Thus, the AUA is a platform integrated into the Western mechanisms of "soft power" in the region.

Akopyan also studied at the AUA (2000–2001). However, this is not the only interaction of the Prime Minister's family with Western funders. The publishing house of Paschinjan received grants from the Soros Foundation even before his term in 2000, and his newspaper received funding from the National Endowment for Democracy (NED). In 2020, Hakobjan met in Washington with USAID representative Brock Bierman to discuss the collaboration of the "My Step foundation."

Paschinjan and Hakobjan are an example of brazen corrupt interventions by third countries in the affairs of sovereign states. There is ample evidence in the public domain of their service to anti-Armenian interests, and Hakobjan's current initiatives target disloyal elites. Paschinjan's current direction is not only pro-Western but also pro-Turkish; he is ready to sell Armenia completely and divide it among his numerous sponsors. The final act will be total destruction through a devastating conflict, as seen in Ukraine.

VPN
A VPN stands for virtual private network – and can best be compared to an opaque tunnel:

The VPN provider itself sees everything – if they want to.
